Purpose

 

Leads and oversees the Monitoring and Testing team in Internal Controls, Global Wealth Management. This team is responsible for the ongoing monitoring, support and independent review of the design and operational effectiveness of controls across Global Wealth Management. This includes risk assessments to ensure the adequacy of controls, processes and protocols to mitigate regulatory risk (legal, securities, tax) and risks of financial loss, regulatory fines, penalties or sanctions, litigation and damage to reputation of wealth units and to identify areas of opportunity to strengthen the control environment.

Engagement focus is placed on areas of heightened regulatory attention within Non-Financial Risk including, but limited to, Operational Risk, Privacy Risk, and Compliance Risk.

 

Accountabilities

 

  • In close alignment and collaboration with stakeholder groups, leads the development of the Monitoring and Testing scope of work and test programs.
  • Initiate and execute regular and ad-hoc engagements to assess compliance with policies, procedures, controls and regulatory requirements for Global Wealth Management based functions.
  • Participate in the development and implementation of policies and procedures, reporting systems and internal controls to ensure compliance with regulatory and legislative requirements.
  • Evaluate, monitor and report on key risk indicators and key performance indicators.
  • Develop reports which are concise, timely and provide value to stakeholders, including senior leadership.
  • Demonstrate functional or proficient working knowledge of the regulatory requirements governing the business line and operations functions.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
  • Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Reporting Relationships

 

Primary Manager: VP, AML and Non-Financial Risk, Internal Controls, Global Wealth Management

Direct Reports:  Sr Manager, Monitoring and Testing

 

Dimensions:

  • The Director, Monitoring and Testing is expected to oversee and support all first-line testing activities within Global Wealth Management and to collaborate with other testing/oversight groups as required.
  • Supporting Canadian Wealth Management and Global Asset Management business units.
  • The incumbent will be required to work with stakeholders from all levels across the GWM business units.
  • A strong understanding of operational processes and technology will contribute to the success of the Non-Financial Risk Monitoring and Testing program. Continuous improvement of risk processes will be required throughout the program.
  • Knowledge Wealth Management businesses and client interaction process is an asset
  • Strong communications, analytical, organizational, project management, and planning skills
  • Highly motivated; demonstrated ability to work under pressure and drive for result.
  • Thorough knowledge of PC applications (e.g., Microsoft Word, Excel, Projects, Visio)
  • High degree of organizational skills, accuracy, and attention to detail to deal with a variety of activities that are expected to be completed within established timelines

 

Education / Experience / Other Information

  • MBA or University degree with a minimum of 7-10 years’ experience in financial services.
  • In-depth understanding of the Bank’s operations and controls, including knowledge of organization and infrastructure.
  • Excellent knowledge of Scotiabank’s regulatory programs, regulations, and internal frameworks and policies impacting banking operations.
  • Excellent understanding of the GWM business units, products, services, operations, systems and practices.
  • Knowledge of quality assurance processes
  • Experience in designing and developing sustainable processes and process reengineering preferred
  • Proven Leadership experience
  • Ability to develop strong working relationships with numerous cross functional support areas and business line executives
  • Excellent project management skills with ability to manage multiple engagements and projects  concurrently
