Purpose

 

The Vice President, Enterprise Agile Transformation is accountable for designing, leading, and sustaining the bank’s global Agile operating model across business lines, technology, and shared services. This executive role drives enterprise-wide cultural and behavioral change, modern delivery practices, and value-based portfolio governance to improve speed-to-market, risk control, and customer outcomes within a highly regulated financial-services environment.

 

The VP partners closely with senior executives to embed Agile, DevSecOps, and product-centric operating models while ensuring alignment with enterprise strategy, risk appetite, regulatory expectations, and architectural standards.

  

 

Accountabilities

 

  • Enterprise Agile Strategy & Operating Model
    • Define and maintain a multi-year enterprise Agile transformation strategy and roadmap, aligned to corporate strategy, risk appetite, and regulatory expectations.
    • Design, implement, and continuously evolve the enterprise Agile operating model, including value streams, Agile Release Trains (ARTs), tribes, chapters, and communities of practice spanning business and technology.
    • Ensure consistency of Agile principles and ways of working across regions, platforms, and portfolios.

 

  • Governance, Portfolio & Value Management
    • Establish and lead enterprise transformation governance, including executive steering forums, decision-right frameworks, and escalation mechanisms.
    • Implement enterprise Agile portfolio management practices, including prioritization, capacity planning, funding models, OKRs, and value realization tracking.
    • Develop and maintain executive dashboards and reporting covering flow efficiency, quality, predictability, risk, and business value outcomes.

 

  • Centre of Excellence & Capability Building
    • Build, lead, and mature an internal Agile Centre of Excellence (CoE) comprising Agile Coaches, Scrum Masters, Release Train Engineers, and Product Owners.
    • Define Agile role standards, career paths, and capability models in partnership with HR and business leaders.
    • Oversee enterprise-wide Agile training and enablement programs for executives, leaders, and delivery teams.

 

  • Technology, DevOps & Delivery Integration
    • Partner with the CIO, CTO, business heads, and control functions to embed Agile and DevSecOps practices into software delivery, release management, and architecture standards.
    • Ensure Agile delivery models integrate effectively with cloud platforms, CI/CD pipelines, and modern engineering practices.
    • Oversee the selection, implementation, and adoption of Agile tooling and metrics platforms, such as Jira/Atlassian, Jira Align, Azure DevOps, Planview, or equivalent.

 

  • Change Leadership & Culture
    • Lead enterprise organizational change management, including:
      • Transformation communications and storytelling
      • Executive and leadership alignment
      • Training curricula and coaching
      • Role clarity and operating norms
      • Reinforcement of Agile behaviors and mindset
      • Act as a visible role model and advocate for Agile principles at executive and board-level forums.

 

  • Risk, Compliance & Partner Management
    • Ensure Agile ways of working are fully integrated with risk management, compliance, audit, data privacy, and regulatory requirements across all jurisdictions.
    • Manage relationships, contracts, and outcomes with consulting, coaching, training, and technology partners supporting the Agile transformation.
    • Monitor transformation spend, benefits realization, and vendor performance.

 

  • Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.

 

  • Directs day-to-day activities in a manner consistent with the Bank’s risk culture and the relevant risk appetite statement and limits. Communicates the Bank’s risk culture and risk appetite statement throughout their teams.

 

  • Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

 

  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviours; communicating vison/values/business strategy; and, managing succession and development planning for the team.

  

 

Education / Experience / Other Information

 

  • Bachelor’s degree in Business, Computer Science, Engineering, or a related discipline; Master’s degree or MBA preferred.
  • 10–15+ years of experience in technology, digital, or business transformation within large financial institutions or similarly regulated sectors.
  • 5+ years in senior leadership roles directly leading enterprise-scale Agile transformations or large Agile programs.
  • Relevant certifications strongly preferred, such as SAFe Program Consultant (SPC), ICAgile (e.g., ICP-ENT, ICP-CAT), Scrum Alliance (e.g., CTC, CEC), Formal change management certifications (e.g., Prosci)
  • Proven change leadership and influencing skills, with a track record of shifting culture and behaviors at both executive and team levels.
  • Advanced understanding of software engineering, DevOps/DevSecOps, CI/CD, and cloud delivery models, ideally within a financial-services or regulated environment.
  • Demonstrated experience building and maturing Agile Centres of Excellence, coaching communities, and enablement programs.
  • Exceptional communication, facilitation, and executive storytelling capabilities for C-suite, board, and global audiences.
  • Strong data-driven decision-making skills, including interpretation of Agile metrics such as throughput, cycle time, WIP, predictability, and value realization.
  • Solid financial and commercial acumen to manage transformation budgets, vendor spend, and benefits realization.
  • Experience operating in multi-region, matrixed environments with exposure to regulators and internal/external audit.

 

Working Conditions

 

  • Work in a standard office-based environment; non-standard hours are a common occurrence.  Limited travel globally.
