The Team

Contributes to the overall success of the Business Continuity for Third Parties function within Enterprise Crisis and Business Continuity Management, by ensuring individual goals, plans, and initiatives are executed in support of the Bank’s strategic objectives.  Ensures all activities conducted adhere to governing regulations, the Bank’s Third Party Risk Management (TPRM) Framework, and internal policies and procedures

The Role

The Sr. Manager Third Party Resilience will lead the development, implementation, and ongoing management of an enterprise-wide internal contingency planning program. This role is responsible for building a cohesive methodology aligning to the Operational Resilience program, TPRM lifecycle, and regulatory guidelines (e.g., OSFI), ensuring the Bank can effectively prepare for, respond to, and recover from disruptions involving external service providers.

  • Champions a customer focused culture to deepen client relationships and leverage broader Bank capabilities.
  • Lead the design, build, and rollout of an enterprise-wide internal contingency plan program, with explicit alignment to third-party risk practices, including concentration risk, substitutability, and exit strategy requirements.
  • Support development of governance, standards, and processes for contingency planning across business lines and corporate functions - embedding TPRM principles.
  • Drive coordination and integration between contingency planning, business continuity, operational resilience, TPRM, Global Procurement Services, and Operational Risk activities to ensure a unified approach.
  • Partners closely with TPRM to validate that contingency plans and exit strategies meet Bank and regulatory expectations.
  • Oversee ongoing program monitoring, reporting, and compliance, including training and onboarding.
  • Guide business units in developing, testing, and maintaining contingency plans—providing subject-matter expertise and challenge.
  • Lead program exercises and scenario testing focused on third-party disruption events, ensuring lessons learned inform continuous improvement.
  • Maintain strong knowledge of OSFI guidelines (e.g., B-10) and global regulatory trends affecting third-party oversight and resilience expectations.
  • Ensure all Audit findings are managed within the agreed to timelines, providing necessary updates and documentation.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations of their respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to third party risk management, operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework and the Guidelines for Business Conduct.

Do you have the skills that will enable you to succeed in this role? We’d love to work with you if you have:

 

  • 7–10+ years of experience in risk management, operational resilience, business continuity, or related fields within the financial services industry.
  • Demonstrated expertise in TPRM frameworks, inherent/residual risk assessments, ongoing monitoring, and third-party control evaluations.
  • Strong understanding of OSFI regulatory guidelines and Canadian financial sector expectations.
  • Proven ability to design and implement enterprise programs with cross-functional impact.
  • Strong background and experience in project management, program and change management practices, especially in efficiency
  • Flexible and creative thinker with the ability to define business tradeoffs, generate out-of-the-box solutions and manage uncertainty; proactively identify and solve complex problems impacting management and business direction
  • Ability to prioritize against many competing interests in an environment of constant change
  • Experience participating in internal and regulatory audits related to third-party oversight, contingency planning, or operational resilience.
  • Spanish language skills not required but an asset.
