Purpose:

The Senior Manager is responsible for developing and maintaining data management & governance framework, policy, standards, and procedures in order to effectively manage and govern data throughout data lifecycle. The scope of this role is across all business units and geographies. Through policy and standards, the Senior Manager will support the Director in driving delivery of full range of services required for data acquisition, storage, curation, consumption, and archival.

 

Effective communication and collaborative teamwork is a critical component of this role, especially with other stakeholders throughout the Bank, while not having established direct reporting relationships with them. E.g. the Senior Manager will work very closely with a variety of data system custodians, data operations leads, etc. The Senior Manager is responsible for clear communications regarding effective management and governance of data across data lifecycle, and will be responsible for assisting the Director in chairing and facilitating a Data Governance Working Group. In addition, when enterprise-wide decisions are required, the Senior Manager will support the Director to put forth recommended solutions to an Enterprise Data Council.

 

On a regular basis, the Senior Manager will ensure that maturity around data management and governance is measured and reported in a transparent manner in order to ensure all stakeholders are aware of gaps, priorities, and accountabilities for moving up the data maturity curve.

 

The Senior Manager’s knowledge of different aspects of data lifecycle, IT, and demonstrated strong communication skills will be key in influencing and ensuring standards for data are understood and enforced, both from a strategic and tactical focus. Proactive input will be required on CDO projects to ensure the planned approach meets governance standards and leads to accurate and consistent data. The Senior Manager will be required to maintain a strong network of data governance professionals both externally and internally to ensure data best practices are identified and implemented as much as possible thereby fostering a data-driven mindset in the organization.

 

Major Accountabilities:

  • Responsible for rolling out an enterprise-wide data management & governance framework, policy, standards, and procedures with a focus on effective management of data throughout its lifecycle, improvement of data quality, and the protection of sensitive data.
  • Responsible for data management & governance policy, standards, and procedures’ enforcement and compliance.
  • Define roles and responsibilities related to data governance and ensure clear accountability. In addition, The Senior Manager will play a key role in guiding and influencing various stakeholders across the organization to achieve the goals defined in the enterprise-wide data management & governance framework.
  • Provide training and support regarding understanding and implementation of data governance & management policy, standards, and procedures.
  • Have oversight and ensure that standardized data governance “tools” covering data requirements documents, data lineage work flows, metadata forms, data models, etc. are used across the organization by all relevant stakeholders.
  • Roll out a data maturity model implementation along with metrics, methodology and reporting requirements. Create a roadmap and ensure progress along the data maturity curve.
  • Support ongoing and future Data Office projects by providing data governance subject matter expertise.

 

Education/Work Experience/Designations

  • This role requires an expert understanding of data governance leading practices. Any data governance or management certification would be an added advantage.
  • Demonstrated success in rolling out a data governance function in a data intensive front-line business unit.
  • Experience with some of the facets of data lifecycle including data governance, data architecture and modeling, data warehousing, metadata management, data quality, business intelligence, and analytics.
  • Experience in developing and implementing data standards, policies, practices, and procedures that leads to substantive improvements in data quality and security.
  • Proven ability to coordinate cross functional teams of IT professionals, business executives, and other key stakeholders towards common goals and objectives.
  • Strong analytical skills with the ability to identify, quantify, and effectively raise business risks associated with data.

  • The role requires an expertise in understanding the business uses of data and the linkage to the technical development, storage, and sourcing of the same data.

  • The role requires expert level influencing and inter-personal skills, and the ability to clearly communicate complex issues effectively to ensure key stakeholders understand all risks and priorities.

  • Experience in working with internal/external auditors and compliance professionals would be an added advantage.
