This is an excellent opportunity to help set the strategic direction of departmental internal control testing and quality assurance for Global Finance.

As the Senior Manager, Testing & Quality Assurance, you will be instrumental in developing and operationalizing the new Global Finance Internal Control Testing & Quality Assurance programs.  You will assume responsibility for creating the Annual Global Finance Control Test Plan by collaborating with key stakeholders to identify and prioritize higher risk areas.  And you will lead and manage the planning, execution, and reporting of operational and regulatory control testing activities developed to assess the design and operating effectiveness of Global Finance programs, processes and controls.

While ensuring that activities performed by Finance comply with governing regulations, internal policies and guidelines, you will partner with Global Finance stakeholders to guide them as they design and implement recommendations to enhance their programs and processes.  

You will have interactions with a broad range of Finance professionals and stakeholders and will be expected to influence and educate them on source documentation requirements, process improvement and internal controls related to regulatory and financial reporting.  


Key Accountabilities: 


  • Assist in the development and operationalization of Global Finance’s first line testing program for the periodic assessment of key internal controls designed to manage operational and regulatory compliance risk within respective Global Finance areas. 
  • Create and manage the annual test plan and annual quality assurance plan for Global Finance, inclusive of scheduling and resource allocation.  Monitor progress of test and QA plan activities and deliverables and report program performance (KPIs and KRIs) to key stakeholders. 
  • Keep abreast of changes to Global Finance processes and programs, regulatory risks, and identified issues which may have an impact on control testing and quality assurance priorities and annual test plans. 
  • Maintain current knowledge of applicable regulatory and operational requirements.  Coordinate with internal and external stakeholders on topical and emerging regulatory pronouncements impacting Global Finance.  Assess impact on control testing / QA priorities and annual test plans. 
  • Lead the end-to-end planning, execution, and reporting of assigned Global Finance testing and quality assurance engagements
  • Conduct interviews and walkthroughs with stakeholder partners to gain a thorough understanding of the Finance units, processes, and controls under review.  
  • Develop appropriate testing procedures to evaluate the design and operating effectiveness of key controls in managing operational and/or regulatory compliance risks. Ensure nature and extent of testing procedures appropriately and sufficiently support engagement scope, objectives and overall conclusions.
  • Complete timely review of test / QA workpapers, ensuring that testing procedures and test results are appropriately documented to support conclusions of control design and operational effectiveness.  And ensure test / QA engagement reports and related documents are written to a consistent high standard and are finalized within established timelines.
  • Prepare and present summary reports highlighting internal control weaknesses and recommendations for improvement to senior management.  Discuss and negotiate appropriate resolutions, as needed.
  • Influence and educate a broad range of Finance professionals and stakeholders on source documentation requirements, process improvement and internal controls related to regulatory and financial reporting.  
  • Maintain Issues Tracking Database for the First Line testing / QA. Develop plans for follow-up of open issues identified from first line testing and ensure recommended corrective actions are appropriate and have been remediated.  Perform issue validation and closure activities, as needed. 
  • Contribute to the maintenance of the key controls inventory for Finance Canada (1st Line) by highlighting operational, regulatory, and/or technological changes identified during testing / QA engagements.
  • Support Global Finance functional areas by responding to questions about risk and internal control best practices. Act as liaison and trusted advisor to stakeholders during the development and/or enhancement of processes, policies, and other initiatives, as needed. 
  • Work with the Director to effect policy determinations and decisions within the strategic framework set by the VP, Global Finance Regulatory Risk Governance 
  • Assess key tasks within Global Finance Internal Control (1B) for efficiency through streamlining and automation of processes and controls
  • Other duties and projects as may be assigned from time to time.  May be required to carry out specific reviews or investigations of a moderate or high complexity and/or confidential nature
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.

Education / Experience:



  • University degree or higher in business, finance, accounting, or similar discipline
  • Professional accounting designation (CPA/CA) or financial accounting and reporting experience within a large financial institution. 
  • Minimum 8 years of relevant experience in one or more of the following areas: Audit, Testing, Internal Controls, Financial Reporting and/or FI Regulatory Reporting. •    Highly skilled in risk management, process and control testing
  • Excellent verbal and written communication skills required to prepare reporting, communications, and to interact effectively with stakeholder and management at various levels
  • Excellent organizational and prioritization skills to manage multiple and concurrent deliverables effectively and efficiently without compromising quality
  • Strong business acumen and demonstrated ability to perform quantitative and qualitative research, analysis, and reporting 
  • Ability to build and maintain strong, collaborative stakeholder relationships
  • Demonstrated independent initiative and highly motivated team player.
