The Senior Manager, Technology Investment Governance & Strategic Execution plays a critical role in shaping how the organization allocates, governs, and optimizes enterprise technology investments. This role is accountable for the design and execution of executive-level governance routines that ensure technology spend delivers measurable business value, aligns to enterprise strategy, and meets regulatory and risk expectations.

 

This role operates as a trusted advisor to senior technology and business leaders, combining deep analytical rigor with strong business judgment. The Senior Manager leads the preparation of executive materials & insights, as well as challenges investment demand, evaluates benefit realization, and drives continuous improvement across technology spend approval and performance management processes.

 

This role is ideal for a technology operations leader with a consulting mindset; someone who can move seamlessly between strategy, data, governance, and execution, and who thrives in high-visibility, decision-oriented environments.

 

Is this role right for you? In this role you will:

 

Executive Spend Governance

 

  • Lead the design and operation of enterprise technology spend approval forums, enabling clear, fact-based executive decision-making on all technology relevant investments.
  • Support in managing the weekly Tech Spend Review forum chaired by the Group Head & Chief Information Officer.
  • Provide concise, executive-ready insights that articulate trade-offs, risks, benefits, and strategic alignment, constructively challenging assumptions where required.

 

Technology Investment Oversight

 

  • Govern enterprise technology approval processes and investment decisioning across third-party contracts and project funding, ensuring consistency, transparency, compliance, and value for money.
  • Serve as a strategic connector across governance processes (Finance, Enterprise Architecture, Workforce Management, and Project Governance) to streamline operations, accelerate delivery, and ensure investments drive value aligned with tech strategy and risk appetite.

 

Analytics, BI & Portfolio Insight

 

  • Own and evolve analytics and business intelligence capabilities supporting technology spend governance, investment decision-making, and portfolio performance.
  • Develop and maintain BI dashboards, executive reporting, and performance metrics covering spend, approvals, benefits realization, and investment trends.
  • Support in determining how to connect multiple datasets to improve insights, decision making processes, and information awareness.
  • Generate portfolio-level insights and forward-looking analysis to support optimization, prioritization, and longer-term technology planning.

 

Optimization & Value Realization

 

  • Identify opportunities to optimize technology spend through demand management, vendor rationalization, contract optimization, and investment prioritization.
  • Work with Executive leaders across technology to imbed a proactive discipline to manage funding requirements.
  • Support tracking of savings, benefits realization, and investment outcomes from approval forums in partnership with Technology Business Operations, Finance and Procurement.

 

Leadership & Process Excellence

 

  • Coach and develop stakeholders, partners and potential new supporting resources to drive priorities.
  • Support ad-hoc initiatives to continuously improve governance, analytics, and reporting processes to increase efficiency, reduce cycle times, and strengthen controls.
  • Exercise strong judgment, discretion, and attention to detail while managing multiple priorities in a fast-paced environment.

 

Do you have the skills that will enable you to succeed in this role? We’d love to work with you if you have:

 

  • 7+ years of experience in technology operations, strategy execution, or related roles in financial services, such as third-party management, or management consulting.
  • Very strong business acumen, with the ability to understand complex technical requirements and provide judgement on how requirements translate to business value
  • Strong analytical, communication, and stakeholder management skills.
  • Exceptional C-Suite Executive analytics and reporting skills.
  • Experience with performance frameworks, governance models, project, and third-party management.
  • Bachelor’s degree in business management, technology, or related field; advanced degree or certifications are an asset.
  • Proven ability to build strong relationships with internal and external multi-disciplinary stakeholders to enable collaborative partnerships.
  • Worked in a challenging and dynamic business environment with aggressive deadlines.
  • Excellent organizational skills and understanding of prioritization.
  • High proficiency with Excel, PowerPoint, and PowerBI or other reporting tools are an asset
