Title:  Senior Manager, Regulatory Reporting System Controls

The candidate is responsible for establishing and maintain regulatory reporting to FINTRAC system controls, especially those related to Electronic Fund Transfers Reports (EFTRs), Large Cash Transaction Reports (LCTRs), and Suspicious Transaction Reports (STRs) by applying his/her technical and business knowledge. 

The candidate will support the Director and provide AML Compliance advice and counsel on AML/ATF regulatory requirements, specific to Canadian regulatory reporting.  

The candidate will provide second line oversight of end-to-end processes to ensure system process run on time and adequately.  The candidate will liaison with FCORE and vendors to resolve issues timely.  It is the candidate’s responsibility to escalate to the Director any impending breaches of regulatory reporting time lines.

The candidate is responsible for ensuring stakeholders are kept up to date on regulatory developments in the technology space, as well as amend system controls accordingly and/or recommend process control changes. The candidate will also be responsible for identifying unacceptable AML risks and collaborating with the appropriate stakeholders to manage and escalate risks.  


Key Accountabilities

•    Leads and drives a customer focused culture throughout the team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
•    Works under the leadership of the Director, the Senior Manager, will be directly responsible for driving the overall workstream execution by:

  • Developing and executing FINTRAC Regulatory Reporting System Controls
  • Documenting end-to-end system controls

•    Ensures documented processes and actual practices are aligned with enterprise policies and FINTRAC standards. 
•    Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
•    Delivers key insights from an AML Risk execution perspective to inform executive leadership.
•    Coordinates with all relevant stakeholders. 
•    Identifies and raises any Enterprise activities that may be common across the business lines.
•    Supports the Director of the Canadian Policy and Regulatory Reporting, AML Risk with all on-going and ad-hoc program requirements to ensure successful delivery.
•    Works with other key stakeholders within AML as needed, to ensure requirements from a program delivery, and reporting perspective are met.
•    Develops and maintains a sound knowledge and understanding of the Bank’s AML/ATF policies and procedures relating to the reporting of LCTRs, EFTRs (SWIFT and non- SWIFT), STRs, and TPRs.
•    Maintains ongoing knowledge of compliance with the Regulations specific to the Proceeds of Crime Money Laundering and Terrorist Financing Act (PCMLTFA) and keeps abreast of regulatory changes that impact the Bank’s first line operations.

Functional Competencies

•    Demonstrates strong strategic thinking, planning and execution.
•    Proven creative, self-starter, results-oriented, and highly motivated individual with good analytical skills in order to apply this knowledge to improve existing solutions and assist in the development of AML/ATF strategies.
•    Technical knowledge of FINTRAC Batch, API, and FWR reporting.
•    Knowledge of trends and best practices in respect of internal controls, in relation to regulatory reporting to FINTRAC.
•    Excellent oral, written and presentation skills.


Education / Experience

•    Proven experience with FINTRAC batch/API reporting and related controls
