Purpose

Leads and oversees, Global Compliance Quality Assurance Review (QAR) to independently assess that business strategies, plans, and initiatives are executed / delivered in compliance with governing regulations, internal policies and procedures.

 

The Compliance QAR Program is responsible for independently assessing the design and operational effectiveness of the Bank’s Regulatory Compliance Management Framework by Global Compliance functions worldwide. QAR results inform key compliance risk and performance metrics and are leveraged to drive program and process improvement across Global Compliance. The incumbent will contribute to QAR program delivery as it relates to the planning, execution, and reporting of assigned QAR engagement and initiatives.

 

Accountabilities 

  • Leads the end-to-end planning, execution, and reporting on assigned QAR engagements. Develops a comprehensive understanding of the Compliance unit, program, or process and associated risks; establishes risk-based evaluation criteria and procedures; and designs an engagement plan that defines scope, timelines, and resource requirements.
  • Manages the execution of QAR engagements, such that the nature and extent of assessment criteria and testing procedures are aligned with engagement objectives and support overall conclusions. Confirms timely review of workpapers and that control deficiencies are clearly documented, with actionable, root cause–focused recommendations communicated to stakeholders.
  • Drives analysis of QAR results to identify key themes, systemic issues, and root causes. Assesses impact and confirm process and control weaknesses are clearly articulated. Validates findings with process and program owners and presents results to senior stakeholders. Oversees follow-up activities, including tracking corrective actions, monitoring progress, and performing issue closure validation.
  • May be required to carry out specific reviews or investigations of a moderate or high complexity and/or confidential nature. Will be required to plan, document and seek agreement in advance as to the engagement approach and confirm conclusions upon completion in writing.
  • QAR reports and supporting documentation are delivered to a consistently high standard of quality, clarity, professionalism, and finalized within established timelines.
  • Delivers QAR-related CCO/CROC and management performance metrics and reporting, ensuring accuracy, completeness, and alignment with compliance policies, regulatory requirements, and industry standards.
  • Prepare and deliver reporting to support the development and oversight of Key Risk Indicator (KRI) and Key Performance Indicator (KPI) metrics, enabling Management and the CCO to form informed opinions on QA results and provide strategic guidance where applicable. Drafts briefing notes and thought process documentation to support CCO reporting
  • Conducts ongoing monitoring activities to stay abreast of process and program changes/regulatory impact/emerging risks/themes or systemic issues that may impact the risk assessment of the Compliance QAR universe and the QAR plan.
  • Leads and drives a customer focused culture throughout the team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Acts as a trusted advisor, providing subject matter expertise on risk and control best practices to support the design, development, and enhancement of compliance initiatives.
  • Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Education/Experience

  • University degree required in business, finance, accounting, or other relevant areas
  • Minimum 8 years’ Compliance, Risk, or Audit experience within financial institutions
  • Extensive knowledge of a broad range of disciplines including risk management, regulatory reporting, applications systems, and corporate governance.
  • Highly skilled in risk management, process and control testing
  • Understanding of OSFI-E13 and the Bank’s Regulatory Compliance Management Framework.
  • Proven leadership skills working with multi-disciplinary project groups.
  • Ability to operate in a high performing, flexible team environment.
  • Creative, self-starting, results-oriented, global mindset, and highly motivated individual with excellent analytical skills.
  • Excellent verbal and written communication skills.
  • Solid knowledge of Microsoft Office Suite
  • Accounting or other professional designation (e.g., CPA/CFA/ACAMS/ACFE) is an asset.
