Title:  Senior Manager, GBM Global AML/ATF for Capital Markets

Key member of the GBM Global AML Risk for Capital Markets function with global responsibility for the AML Risk framework covering Capital Markets businesses, the individual will be based in Toronto reporting to the Head of Capital Markets for AML Risk located in the UK. As part of the team the individual will ensure relevant policies and procedures, controls, monitoring and training are adequate and appropriate for Capital Markets. Assist in building a robust program that aids the business in ensuring strategies, plans and initiatives are executed / delivered in compliance with governing AML/ATF regulations, internal policies and procedures. Understands the Global GBM Capital Markets profile of businesses and helps the business line to understand and manage these risks (product, customer, geography).

 

Key Accountabilities:

  • Act as the primary contact for Canada based business lines and second line functions with capital markets related queries;
  • In conjunction with HCM guides the business line in development of first line of defence AML/ATF and Sanctions controls 
  • Identifies unacceptable AML/ATF risk, collaborating with front-line and proactively managing and escalating these situations
  • Build relationships with both internal and external stakeholders;
  • Attend industry forums and trade associations in the US relevant to capital markets;
  • Collaborate with capital markets and global AML Risk team to pursue department objectives;
  • Assist HMC with program management as required and successful execution of GBM AML Risk target operating model.

Global Capital Markets Product & Services Inventory

  • Assist HCM in maintenance of global product and services classification and inventory of activities;
  • Identification of client types and population of clients;
  • Completion of gap assessment against internal policies, procedures and local regulatory requirements;
  • Conduct risk assessment of known gaps;
  • Implement risk based remediation action plan and track progress.

Policies & Procedures

  • Assist with the implementation of Global GBM AML Risk and Sanctions policies reflecting the Enterprise-wide AML/ATF and Sanctions Policies.
  • Contribute to Business Line jurisdictional AML Risk, Sanctions and KYC policies and procedures as necessary.
  • Assist HMC in review of internal policies and procedures.
  • Assist HCM to ensure GBM AML/Risk, Sanctions and KYC policies remain compliant with relevant regulatory requirements.

Reporting

  • Assist with developing consolidated AML/ATF management information for Business Units:
    • Reviews Business AML/ATF MIS and issue tracking reports to identify emerging risks and trends.
  • In conjunction with HCM input into central MIS.

Regulatory Change & Examination

  • Remain up to date on regulatory change in Canada impacting AML/ATF, Sanctions and KYC policies.
  • Track responses and plans to remediate issues raised by AML Audits and regulatory examinations related to Capital Markets globally; and
  • In conjunction with HCM monitor and report on the status of the remediation plans for the enhancement of controls.

Training

  • Develop training presentations in line with the training plan and
  • Deliver face to face training as required in Canada.
  • Monitor and report on the status of training.
     

Experience / Education:

  • Minimum of 5-7 years in financial services operations and AML/ATF compliance;
  • Minimum Bachelor’s degree in business, related field or equivalent experience; 
  • ACAMS certified preferred;
  • Strong communications, analytical and organizational skills;
  • Strong knowledge of Capital Markets businesses, products, operations, systems, and organization; and
  • Strong Knowledge of AML/ATF regulatory requirements and expectations.
