As the Senior Manager, FCRM IB – Strategic Initiatives and Testing Execution you will be responsible for managing and supporting due diligence and in-country integration/divestitures efforts for International Banking from an AML/ATF perspective and leads the Monitoring & Testing Unit within International Banking to appropriately assess the design and operational effectiveness of AML/ATF and Sanctions controls and adherence to Bank policies and applicable regulatory requirements.

The incumbent will provide subject matter expert guidance and direction on:
•    All AML related matters pertaining integrations & divestitures deals, both from early stages in the process and to provide continuous support to the second lines in country in the duration of the integration activities with the purpose of aligning any new legal entities to our enterprise-wide AML standards & Local Regulations.  The mandate includes the identification and implementation of AML related controls and AML support during transition services rendered in the cases when a business unit/entity is being divested.
•    Testing Execution activities performed for AML/ATF and Sanctions controls reviews, particularly those related to customer on-boarding and enhanced due diligence, name screening and suspicious activity monitoring and reporting.


Accountabilities for Strategic Initiatives:

•    Identifies and assesses major implications in AML/ATF & Sanctions integrations strategies, develops solutions and tactics to address them.

•    Delivers continuous support to Local AML/ATF team with the purpose of aligning any new legal entities to comply with EW AML/ATF & Sanctions standards and the Local regulatory framework.

•    Collaborates with business leaders, project teams and other relevant areas within AML/ATF & Sanctions to support due diligence, post-acquisition review, gap assessment, integration efforts for new entity readiness, and assist the sustainment of processes implemented in the integrated entity or new entity. 

•    Advises on AML/ATF integration strategies, programs, policies and practices to support business goals, and to assist in effective planning, change management and implementation activities of any M&A, partnership, or divestitures being considered by International Banking.  

•    Manages and supports disengagement assessment, transition services agreement scoping, coordinates efforts to ensure closing readiness, and assists the closing processes; for IB from an AML/ATF perspective.

•    Acts as the key point of contact for FCRM IB stakeholders at an enterprise level in relation to all integrations and divestitures requirements and plans.

•    Leads a two-way communication process with project participants, senior management and all other stakeholders to maintain support, negotiate priorities and ensure the projects stay on track.


Accountabilities for Testing Execution:

•    Oversees the execution of the Testing Program for the assigned countries within International Banking footprint, across all business lines with presence in the specific jurisdictions.

•    Ensures proper escalation protocols are followed as per the FCRM IB Testing Standards, for extensions, deferrals, changes of scope or cancellation of testing engagements approved by the FCRM Senior Management.

•    Develops methods and standards to be used when conducting reviews of AML/ATF and Sanctions Program requirements. Monitors the regulatory environment for emerging legislation and policy statements.  Keeps abreast of trends and industry best practices through review of regulations and guidance issued by various regulatory agencies, publications, participation in industry associations, and work with other members of Scotiabank’s FCRM team.

•    Makes recommendations to close identified gaps to management within Business Lines and Operational Units and identify best practices from within Scotiabank and the financial industry.

•    Tracks status of corrective action plans for identified control deficiencies and provides monthly updates of the status of the issues for management reporting within 5 business days after month end.


•    Occasional travel to international sites as required.



We'd love to work with you if you have:


  • Bachelor’s degree in business with a minimum of 10 years of relevant experience in a global organization, preferable in AML/ATF Compliance, Integrations & Divestitures, Audit, Testing, or related field or equivalent experience.
  • Strong knowledge of AML/ATF & Sanctions Compliance.
  • Good working knowledge of the International Bank’s business line, support units, products and delivery systems; a thorough understanding of the Bank’s policies and procedures as they relate to AML/ATF; and a good knowledge of the policies and procedures used in the business and support units to understand transaction flows and processing controls.
  • Experience in leading change projects and initiatives in large organizations.
  • Comprehensive knowledge of project management principles and practices.
  • Excellent ability to evaluate options and develop solutions to complex and multi-dimensional problems.
  • Advanced analytical, problem-solving and critical thinking skills with solid organization and time management skills to deal with complex operational issues in a matrix organization.
  • Excellent written and verbal communication skills, able to manage difficult conversations.
  • Proven ability to build strong cross-functional business relationships.
  • Ability to focus on multiple projects concurrently and to efficiently balance time and resource conflicts;
  • Certified Anti-Money Laundering Specialist (CAMS) designation or working towards the designation is a must.
  • Fluency in Spanish is a must.
