The Role
The Senior Manager, Canadian Banking Operational Resilience supports the execution and ongoing enhancement of the Canadian Banking Operational Resilience Program, with accountability for enabling the Bank to continue delivering critical banking services through disruption, in alignment with OSFI Guideline E‑21, enterprise standards, and Canadian Banking priorities.
The incumbent plays a senior execution role across Canadian Banking critical operations, including oversight of scenario analysis and testing, vulnerability management, and third‑party contingency planning, while ensuring operational resilience activities are aligned with broader non‑financial risk processes.
Is this role right for you? In this role you will:
- Lead execution of key components of the Canadian Banking Operational Resilience Program in alignment with OSFI Guideline E‑21, including critical operations identification, end‑to‑end dependency mapping, vulnerability identification, and monitoring of corrective actions.
- Own Canadian Banking responsibilities under the Scenario Analysis and Scenario Testing Program, including planning, execution, documentation, and tracking of outcomes for severe but plausible disruption scenarios
- Support the development, maintenance, and validation of impact tolerances for critical operations, including monitoring incidents and disruption trends against established tolerances to inform risk escalation, scenario refinement, and management decision‑making.
- Coordinate crisis management preparedness and response activities for Canadian Banking, including participation in crisis simulations, readiness assessments, and real‑time advisory support during disruptions impacting operations.
- Partner with business, technology, and operations teams to assess resilience gaps and dependency risks, and support prioritization and execution of actions required to strengthen resilience outcomes.
- Support third‑party and vendor resilience by contributing to the development and maintenance of contingency and exit strategies for high‑risk vendors, in partnership with Third‑Party Risk Management, Technology, and business stakeholders.
- Ensure operational resilience outputs are appropriately reflected within first‑line non‑financial risk processes, including Risk & Controls Self Assessments (RCSAs), Operational Risk Events (OREs), New Initiative Risk Assessments (NIRAs), and Issues Management.
- Provide advisory to Canadian Banking business lines on ad‑hoc resilience activities, emerging risks, and disruption preparedness as operational conditions or initiatives evolve.
- Prepare inputs for Canadian Banking and Enterprise Operational Resilience governance, management reporting, regulatory engagement, and audit or second‑line review activities.
- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Champion a customer focused culture to deepen customer relationships and leverage broader Bank relationships, systems, and knowledge.
- Actively pursue effective and efficient operations of their respective areas, while ensuring the adequacy, adherence to, and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML / ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook, and the Guidelines for Business Conduct.
Do you have the skills that will enable you to succeed in this role? – We’d love to work with you if you have:
- University degree in Business, Risk Management, Finance, Technology, or a related discipline.
- 7+ years of progressive experience in operational resilience, business continuity management, third-party risk management, operational risk, or related non‑financial risk disciplines.
- Demonstrated experience supporting customer‑facing products, platforms, or services, including collaboration with technology and operations teams to assess end‑to‑end dependencies, resilience risks, and recovery capabilities.
- Experience supporting technology‑enabled processes, system changes, or transformation initiatives, with the ability to assess operational impacts and resilience implications.
- Strong understanding of regulatory expectations relevant to operational resilience and operational risk, including OSFI Guideline E‑21 (preferred).
- Proven ability to lead complex workstreams and influence outcomes in a matrix organization, including engagement with senior executives, without direct authority.
- Strong facilitation and communication skills, with demonstrated experience preparing executive‑level materials and presenting to Director‑ and VP‑level audiences.
