Title:  Senior Manager, AML Risk Policy Management

Purpose 

Contributes to the overall success of the FCRM AML/ATF International Banking (IB) unit ensuring specific individual goals, plans, initiatives are executed/delivered in support of the team's business strategies and objectives. Ensures all activities conducted follow governing regulations, internal policies, and procedures. 

 

Accountabilities 

  • Champions a customer focused culture to deepen internal client relationships and leverage broader Bank relationships, systems, and knowledge. 
  • Develops and maintains IB AML RCM (Regulatory Compliance Management) Program for IB countries.  Focus is applicable to IB AML Risk team, such as regulatory obligations inventory oversight, 2nd Line key controls library creation and maintenance, mapping of these two elements, the Program sustainability overall, etc. 
  • Develops and maintains a process to examine key regulatory and AML/Sanctions issues that have occurred and determine applicability to IB stakeholders 
  • Develops engagement models with stakeholders of the IB AML Risk RCM and Policy office which may include Executives and Senior Management in IB AML Risk, Program Governance Office (PGO), Second Line partners in local IB jurisdictions, and IB Internal Control. 
  • Demonstrated ability to consume, comprehend, and reference a large amount of information from multiple sources, to support the development of IB and Enterprise Standards. Perform effective challenge of the local standardized program documents. 
  • Reviews reports from Internal Audit, regulatory examinations, issues management, and other reports from the IB jurisdictions, and determine impact on RCM or Policy functions. 
  • Understands the Bank's risk appetite and risk culture and considers the impact in day-to-day activities and decisions. 
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to, and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct. 
  • Act as back-up to other Senior Managers in the IB AML Risk Policy team to ensure that adequate coverage and support is provided to all international locations. 
  • Champions a high-performance environment.

This position focuses on providing support to countries in the Latin America region and the English Caribbean region; therefore, fluency in Spanish is strongly desired. Excellent English language comprehension and writing capabilities is also required. A legal background is considered an asset but not a requirement. 

The incumbent should possess a good working knowledge of the International Bank's business line, support units, products and delivery systems; a thorough understanding of the Bank's policies and procedures as they relate to AML/ATF and FCRM; and a good knowledge of the policies and procedures used in the BNS business and support units to understand transaction flows and processing controls. 

 

Other requirements include: 

  • Advanced analytical, problem-solving and critical thinking skills with solid organization and time management skills to deal with complex operational issues in a matrix organization. 
  • Strong excel skills; Knowledge of Power BI or willing to learn 
  • Demonstrated integrity when working with colleagues. 
  • Excellent written and verbal communication skills, able to manage difficult conversations. 
  • Experience working in a Financial Services organization. 
  • Proven experience identifying and implementing process enhancements as well as the experience to oversee the resolution of process deficiencies without compromising FCRM requirements 
  • Strong knowledge of AML/ATF & Sanctions Compliance 

 

Working Conditions 

  • Possible travel to international sites may be required on an ad hoc basis. 
  • Priorities can change on short notice, requiring a flexible approach to balance between regular deliverables and urgent requests. Imposed deadlines and urgent situations could result in work outside normal business hours. 
  • Position located in Head Offices (central Toronto) or GBS (Bogata) with the ability to work periodically from home. A standard office environment is provided with no unusual risk of injury or ill-health from physical or environmental factors.
