The mandate of the Manager IB FIU Quality Assurance and Operational Effectiveness is to support the Senior Manager IB FIU Quality Assurance and Operational Effectiveness, in fulfilling his/her risk oversight accountability. This role will be responsible for supporting the quality assurance review activities to assess the design and operating effectiveness of the IB FIU processes and programs. The incumbent will also provide value added support to our internal stakeholders by making recommendations which contribute to the overall enhancement of our global AML/ATF Program and processes.

This role manages QA Program elements, including QA Tools, scoring methodology, sampling methodology, periodical reporting, issue management, record keeping, data analysis and data management for the IB FIUs QA function within AML Risk IB FIU.


Key Accountabilities


  • Designs and executes strategies and testing plans to verify the adequacy of controls over Financial Intelligence Units within the IB AML Program under a risk-based approach; and ensures compliance of local procedures and regulatory instructions.
  • Develops and prepares on a regular basis meaningful, robust metrics and reporting of QA performance, findings, and progress against remediation objectives, to management and other key stakeholders.
  • Reviews outstanding issues related to QA testing results, performing analysis to identify themes, determining the root cause of the weakness to address patterns or trends that indicate potential weaknesses or gaps in the execution of AML Risk controls, prepares reports to communicate the test findings and action plans for resolution.
  • Validates the appropriate implementation of AML Risk controls to ensure sampling results are comprehensive, include sampling of FIU investigations and STR filings, and accurately identify AML risk factors.
  • Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations and best practices in accordance with Scotiabank’s Values, its Code of Conduct, and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Experience / Education:


  • Minimum Bachelor’s degree or equivalent in business, law, or related field.
  • Minimum five years in AML, compliance, or governance functions in the financial service sector.
  • Extensive knowledge of significant and relevant local and international AML laws and regulations. 
  • In depth understanding of Transaction Monitoring, Name Screening, KYC & Data analysis, model development and process management.
  • Working knowledge of the Proceeds of Crime Act (PCA) and supporting regulations, Ministry of Finance requirements, the Wolfsberg Group principles, and the United States Patriot Act.
  • Attention to detail, strong organization, analytical, problem solving and people skills to influence department and external stakeholders and to deliver results under tight deadlines and multiple priorities.
  • The ability to be a results-oriented individual who has a high degree of understanding internal controls / audit disciplines. Must be able to understand business processes, evaluate the system of internal controls and provide recommendations to achieve with Efficiency and Optimization.
  • A sound understanding of workflows, control design policies and procedures. 
  • Strong technology background developing macros and other applications to manage large scale of data (Excel, macros, pivot tables and reporting).
  • Strong problem-solving skills to deal with complex issues, across functions.
  • Excellent English/Spanish written, and verbal communication skills are also necessary, effective listener and communicator.
  • Certified Anti-Money Laundering Specialist designation is an asset.
  • Fluent in English and Spanish.
