Title:  Manager, Regulatory Change Management (Contract)

The manager contributes to the success of the Regulatory Change Management Group within Enterprise Compliance Operations, by facilitating enterprise-wide oversight and governance, with respect to Regulatory Change Management activities to mitigate regulatory compliance risk.  The Manager supports the Senior Manager, Regulatory Change Management and acts as a trusted advisor to stakeholders across the enterprise with regard to the Regulatory Change Management Process.  



Leadership Support


  • Support Regulatory Change Management process, including cross-business and cross-corporate function regulatory change activities, to contribute to Global Compliance’s holistic overview of the Bank’s Compliance Risk exposure
  • Support regulatory compliance program integration
  • Promote a consistent approach globally to manage regulatory changes



Regulatory Change Management


  • Support the maintenance and enhancement of the policies and procedures governing Regulatory Change other related enterprise documentation and artefacts
  • Advise and provide support to Compliance, Business Line and Corporate Function stakeholders in Regulatory Change Management while adhering to the Global Standards and Operating Procedures
  • Prepare and deliver periodic reporting materials, including relevant compliance metrics, for Compliance senior management and other relevant committees with respect to Regulatory Change Management
  • Assist in performing ongoing governance and oversight activities to ensure adoption, operationalization and sustainment of the Operating Procedures
  • Lead and work with cross-functional teams in project implementation/ system enhancements, including providing post-support to users and coordination on issue tracking and remediation, escalation and change control management.
  • Support with delivery of  training required to operationalize and sustain Regulatory Change Management activities and processes
  • Respond to testing and audit inquiries and facilitate remediation of identified deficiencies or findings with respect to Regulatory Change Management
  • Execute independent review of Regulatory Change Management process across all business lines and corporate function to obtain assurance on program’s operating effectiveness.  
  • Assess progress with action taken to address outcome of independent review of the Library. 
  • Ensure adherence across the Enterprise to standards, frameworks, processes and other governance requirements for Enterprise Initiatives, as applicable
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions
  • Support engagements with internal and external stakeholders to identify industry best practices, process and system enhancement opportunities and streamline reporting and data sharing, to support the Bank’s Compliance Risk Management activities
  • Support other compliance duties and projects, as required



Relationship Management


  • Work collaboratively with peers across the enterprise and Global Compliance Management.
  • Participate in community calls, forums and meetings that will facilitate operationalization and awareness of regulatory change management process
  • Build and foster effective relationships and working collaboratively with business management, project teams, first line of defense, corporate functions and other stakeholders on Enterprise Initiatives
  • Effectively liaise with cross-functional and cross-jurisdictional business partners to ensure the timely execution and completion of the initiatives or specific regulatory deliverables
  • Champion a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct



  • Ability to interpret local and global rules and regulations and to independently assess the impact of those requirements to different areas across the Bank
  • Solid understanding of Regulatory Change Management process, including how it connects with the  Regulatory Library Management and the Compliance Risk and Control Assessment pillars.
  • Solid understanding of processes and regulations applicable to financial markets and products in the following business lines: Wealth Management, Canadian Banking, International Banking, Global Banking, Markets and Treasury etc.
  • Experience in compliance/risk at a Canadian Financial Institution
  • Proficient in Microsoft Word, Excel and PowerPoint
  • Experience in project management (compliance related) and working with complex data sets and workflows
  • Spanish proficiency - required
  • Solid understanding of internal control and risk frameworks, including compliance risk assessment process
  • Knowledge of OpenPages would be an asset
  • Strong knowledge of creating reports and synthesizing into meaningful data
  • Strong teamwork, organizational and interpersonal skills
  • Ability to manage multiple compliance initiatives concurrently and meet deadlines under pressure
  • Flexibility to work on a variety of different tasks independently and with limited supervision
