The role:
The Manager, Portfolio Governance supports the Enterprise Delivery Office - Governance team in overseeing and strengthening enterprise portfolio governance. The role is critical to ensuring delivery excellence across the Bank by enabling consistent adherence to enterprise policies, standards, and the Enterprise Delivery Framework (EDF). This includes driving data informed portfolio insights, robust project governance, and effective control processes that support highquality, predictable, and compliant delivery outcomes
What will you do?
Enterprise Portfolio Governance, Data & Insights
- Support the Senior Manager, EPMO in governing and monitoring the enterprise project portfolio, with an enhanced focus on analytics, insights, and disciplined project execution.
- Monitor enterprise-wide compliance with SIP Policy and Standards, using data-driven methods to identify trends and root causes.
- Partner with Divisional PMOs (DPMOs) and CIOs/Delivery VPs to drive adherence, strengthen quality, and support consistent project execution practices.
- Design and executing data mining activities using Excel, PowerBI, macros, and other tools to generate portfolio insights, identify anomalies, and recommend systemic improvements.
- Manage and maturing the portfolio dependency monitoring process, including development of dependency analytics, reporting, and early-warning indicators.
- Synthesizing complex data to produce clear insights for executive decision-making and governance forums.
Process & Control Framework Ownership
- Contribute to the continuous improvement and operation of portfolio management processes, tools, and controls.
- Maintain the EPMO control and process repository, ensuring readiness for audit, compliance, and operational reviews.
- Manage project approval and governance artifacts, ensuring completeness, accuracy, and traceability.
- Identify process gaps or efficiency opportunities, define solutions, and lead implementation of process changes.
- Design and run operational control processes (monitoring, testing, remediation tracking).
- Champion scalable, data-enabled processes that support consistent project execution.
Client & Stakeholder Focus
- Drive a customer-focused culture across the team to deepen stakeholder relationships and leverage broader enterprise knowledge, tools, and data sources.
- Translate stakeholder needs into actionable insights and process improvements.
Relationship Management & Change Leadership
- Build and maintain strong relationships with project teams, DPMOs, CIOs/Delivery VPs, governance bodies, control functions, and business sponsors.
- Apply and advocate structured change management practices to support adoption of portfolio processes, policies, and tools.
- Communicate complex ideas clearly and collaboratively, ensuring alignment across stakeholders.
Committee & Governance Support
- Support and participate in governance committees, including PMO Council and DPMO Working Group.
- Prepare structured meeting materials, maintain minutes, track actions, and ensure timely follow-up and escalation.
Risk Management
- Understand how the Bank’s risk appetite and risk culture impact decision-making and integrates risk-based thinking in daytoday activities, particularly related to project execution, controls, and analytics.‑to‑day activities, particularly related to project execution, controls, and analytics.
Operational Excellence & Compliance
- Actively ensure effective operations aligned with Scotiabank’s Values, Code of Conduct, and Global Sales Principles. Demonstrates diligence in maintaining strong operational, compliance, AML/ATF, sanctions, and conduct controls.

What do you need to succeed?
- Undergraduate degree in Business Analytics/Data Analytics
- Data mining and analytics (Excel advanced functions, PowerBI, SQL, macros/scripts)
- 3+ years of experience in project delivery across the Bank's major business lines; relevant industry experience also a plus
- Strong analytical skillset - able to effectively analyze voluminous and complex project- and portfolio- level information to arrive at succinct conclusions and insightful recommendations
- Thorough knowledge of the Bank's project delivery methodology framework and strong understanding of good project and portfolio management disciplines, governance processes, and executive reporting
- Possess excellent interpersonal and relationship-building skills to deal with senior levels of management
- Excellent communication and coordination skills, with a proven track record in managing relationships with cross-functional stakeholders (written, verbal and presentation)
- Proactive, eager to learn, able to work independently and have a 'Can Do' attitude
- Portfolio/reporting visualization design
- Process design and improvement (Lean, workflow design, operational controls)
- Highly proficient with Microsoft Office Suite
