The Manager, Partnerships is primarily accountable for supporting the Senior Manager, Partnerships with the execution of various control functions critical to Vendor Management and Third-Party Risk Management to support the enterprise policy for business controls and third-party oversight. In addition, the Manager, Partnerships supports the execution of operational strategies/solutions to meet departmental objectives of the Creditor or Non-Creditor Insurance programs.


Contributes to the overall success of the Insurance Canada Partnerships team, ensuring specific team and individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures.


Under the direction of the Senior Manager, Partnerships, The Manager, Partnerships, is accountable for providing day- to-day operational management support with both internal and external partners. These accountabilities are highly visible and involve clients, business partners as well as senior-level executives. The role involves project management, onsite execution, partner relationships, management of regulatory requirements, and day to day communication with internal and external vendors/partners. The Individual must represent the organization with professionalism, courtesy, and integrity.


Is this role right for you? In this role, you will:


Manage Program Development and Maintenance

  • Responsible for supporting the Senior Manager with the development of business documentation such as presentation decks, business proposals, product documentation, project documentation, business analysis, business requirements, and to participate in program testing 
  • Prepare workflows/procedures to ensure new functions are integrated into operational environment
  • Ensure proper determination of workflow effort differences between existing and recommended
  • Develop, create, manage and reconcile all program reports, and investigate report discrepancies, including daily/weekly and ad hoc reports for management
  • Analyze the program customer data, to better understand and interpret consumer insights and sales trends to aid in product strategy and marketing initiatives where applicable


Provide Ongoing Program Management Support

  • Manage the quality and efficiency of operations through timely escalation of issues/obstacles/trends and provide recommendations/solutions
  • Coordinate with other departments to ensure support for the UAT environment/negotiate test schedules and end-user involvement
  • Keep the Senior Manager up to date on the project’s progress/escalate issues as appropriate with recommendations/solutions.

Manage Ongoing Support and Technical Assistance

  • Liaise with operational users/Product Managers, etc. to define requirements
  • Prepare standard project methodology documents including Terms of Reference/Project Charters/Dashboards/minutes
  • Liaise with other areas (Product Managers, UAT, service bureau/vendors, etc.) to resolve problems
  • Attend project status meetings and ensuring department action items are appropriately delegated/completed

Assist in the delivery of Insurance Canada governance and business control policies, reports, and issues, ensuring Insurance Canada and the Bank’s legal interests are protected from an operational and reputation risk perspective

  • With new regulation or changes to existing regulation, proactively review policies and procedures to ensure they remain appropriate considering regulatory changes
  • As directed, facilitate and complete governance requirements review to ensure adherence to required policies and procedures and contractual obligations
  • Manage signoffs for insurance programs when applicable
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct


Manage aspects of various regulatory requirements as requested by Internal & External Partners and provide operational support

  • Complete all regulatory and licensing requirements and/or requests to ensure Insurance Canada is compliant
  • Assist with the resolution of incidences of non-compliance; reviewing and identifying existing policies and procedures that leave the team open to similar risk situations
  • Perform continuous reviews and improvements of regulatory reporting procedures to create efficiencies and ensure accurate reporting. (Example: Process flows, Job Aids, Reporting Calendar, etc.)
  • Assist with and/or prepare reports to Global Compliance/Senior Management


Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:


  • Post-secondary education in a related field; PMP designation would be considered an asset
  • Thorough understanding of Retail Banking and Insurance Canada policies, procedures, systems, business objectives and strategies
  • Project management experience
  • Comfortability with MS Office applications, including PowerPoint and Excel, with the ability to design and present dashboards/decks, and ad-hoc reports
  • Strong problem solving skills, with the ability to analyze/research operational issues and provide insights and recommendations
  • Strong communication skills (both verbal and written) with the ability to partner with internal cross-functional teams, and external stakeholders
