Purpose
The objective of the Manager (CO) is to contribute to the overall performance of the Global Compliance Trade Surveillance Department (GCTS) within Global Banking and Markets & Treasury ("GBM&T) Compliance and support the development and management of the GCTS Goverance and Strategy program with govering regulations, internal policies and procedures, Service Level Agreements and enterprise standards.
Accountabilities
- Maintains deep knowledge & understanding of industry issues and practices, regulatory requirements and associated changes.
- On an ongoing basis, monitors and reports on the state of the program through regular meetings with business, compliance and control personnel, the preparation and/or review of management. information reporting and internal audit/regulatory review results.
- Ensures that the policies and surveillance procedures for the program reflect applicable regulatory requirements, including incorporation of rule changes and regulatory guidelines / expectations.
- Identifies non-compliant situations and trends and provides recommendations for remediation.
- Assists on specific projects (e.g. special investigations, regulatory initiatives etc.) while maintaining strong working relationships with the various stakeholders in each project.
- Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Motivates their team by fostering an inclusive work environment, communicating vision/values/business strategy and managing succession and development planning for the team.
- Drive in the development and enhancement of procedures and processes of the surveillance program governance.
- Accountable for responding to regulatory and internal audit inquiries, which includes gathering documents and/or data extracts. Actively delivering any remediation or issue management to its closure.
- Provide support in the coordination of internal and external regulatory examinations and findings resolution monitoring/ reporting.
- Assist other team members and provide coverage support within the team and other projects as assigned.
- Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
- Collaborate with various stakeholders and global GCTS team to consolidate, construct and maintain KRIs and KPIs to monitor the effectiveness of the GCTS Governance and Strategy program.
- Organize, facilitate and participate in risk and control meetings and document and maintain record keeping for these to ensure record keeping and documentation requirements are met.
- Provide support for the overall design and implementation of enhancements to the GCTS Governance and Strategy program including updates to governance processes and execution on elements of projects to enhance the program leveraging industry’s best practices.
Education/Experience
- College Diploma or University Degree
- Current knowledge of securities regulations in Canada such as UMIR, National Instruments: 31-103, 23-101, 24-101, and IIROC Dealer Member Rules.
- At least 7+ years of related experience at a at a large financial institution or established securities or another financial services activity regulatory agency.
- Should be extremely familiar with trading functionality and have strong comprehension and use of automated surveillance systems, including familiarity with middle and back office processes.
- Demonstrated ability to manage, coach, train and mentor staff.
- In-depth knowledge of the securities industry, regulatory and compliance requirements, along with the potential issues that may arise within the applicable line of business.
- Experienced in the initiation, development and implementation of new policies and procedures.
- Knowledgeable about industry practices regarding institutional and retail compliance matters.
- An enquiring mind, excellent judgment, strategic thinking skills and attention to detail.
- Excellent written and verbal communication skills and a proven ability to develop and implement solutions to complex issues.
- Ability to learn and adapt to rapidly changing regulatory and business environments.
- Able to work independently and with other staff across functional lines within the Bank.
