The Manager for Cyber Resilience is responsible for collecting, analyzing, assessing and applying key subject matter expertise for managing, coordinating, interfacing and executing cyber resilience program tasks, activities and delivery of outcomes. This role is a crucial support role to the Program Manager and Director of Cyber Resilience to help execute cyber resilience initiatives, deliver outcomes, and to provide program transparency, consistent communications, accurate reporting, and proactive management of resources across individual workstreams and for the overall book of work.  

 

The candidate’s measure for success is specifically tied to outcome delivery across the program workstreams and commitments which are centered on improving the resilience posture of Scotiabank through both an established roadmap and through continuous improvement & adaptation - emphasizing both tactical and strategic improvements to cyber resilience awareness, policies, processes, capabilities, assessment methodology, technology solutions and tools. Given the breadth of Cyber Resilience, the program will interface with a number of stakeholder groups across all 3 lines of defense including Enterprise Architecture, Engineering, Operations, Data Management, Information Security, Internal Controls, Operational Resilience, Technology Resilience, Third Party Risk Management, Business Technology teams, Enterprise Delivery, Risk Management, and Quality Assurance for both local and enterprise organizational structures. The Manager should have fluency in interfacing across these stakeholder groups and possess both the technical knowledge and effective communication style to be effective at all levels of the organization.

 

Cyber Resilience Project workstreams being managed must adhere to Corporate EDF Framework and published Governance standards, including providing on-time and of-quality delivery to our commitments. This includes ensuring timely and accurate reporting, participation in key communication forums, and building effective presentation materials stakeholder meetings, our program SteerCo, working groups, related stakeholder SteerCo’s (Operational Resilience and Technology Resilience, etc.), Risk Committees, and other managerial forums up to and including Board level materials.

 

Given the matrix of management structures and the horizontal nature of cyber resilience, the candidate must have highly effective relationship management techniques and be comfortable managing with both authority and influence across internal and external resources in the support of planning, design, deployment, execution and support of IT solutions and processes that support both globally-oriented initiatives and those focused on the New York/US business. 

 

Is this role right for you? In this role you will:

 

  • Support the Cyber Resilience book of work at all levels of granularity – from ensuring program outcomes are achieved to delivery commitments, being highly attuned to task-level status, to organizing both formal and informal working group discussions in support of meeting program objectives, triaging blockers, informing relevant stakeholders, and actively participating in blocker removal.
  • Provide comprehensive and timely iputs on Program and individual Project activities to the Program Manager, Director and varied stakeholder groups as needed.
  • Possess strong presentation and communication skills needed to educate, coordinate, collaborate and communicate resilience topics to cross-organizational stakeholders.
  • Be highly detail-oriented in support of accurate and timely project plans and status reporting – identifying, adapting and incorporating dependencies and blockers as they arise with a positive attitude.
  • Adhere to corporate EDF standards, including support of business case development, budget preparation and support for annual budget cycles and ad-hoc funding requests for tactical initiatives.
  • Interface with supplier management systems as needed to assist in procurement of new and extended engagements, contractors, and FTE needs over the program.
  • Proactive identification and communication of program blockers, risks, and ‘big rock’ challenges needing assessment, triage and action plans.
  • Providing support for scheduled and unscheduled External and Internal Audit exercises associated with Technology Infrastructure projects under management.
  • Have an agile and solution-oriented mindset for addressing identified Operational, Regulatory and Cyber Resilience gaps identified affecting the Program.
  • Partner with Regional and Enterprise teams to provide Business coordination as needed, ensuring a trusted partnership approach to delivery, transparency, and stakeholder participation with business technology teams and representatives.

Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:

 

  • Bachelor's or Master's Degree in Computer Science, Information Systems, Engineering or equivalent work experience.
  • Should have 5+ years of Technology Delivery experience in Banking and Investment Industry
  • Strong technology and infrastructure knowledge and leadership (existing systems and new technologies)
  • Strong knowledge of Technology and Cyber Resilience
  • Technology and Process expertise on key Respond and Recover domains including Business Continuity, Data Backup/Restore Functions, Application Recovery Orchestration, and Critical IT Services
  • Familiarity with Immutable Backup systems, Air Gapping, Isolated Recovery Environments, Business Continuity, Failover Patterns, Network Segmentation, Zero Trust principles and Edge security services
  • Experience working across complex infrastructure environments from on-prem, hybrid, and public cloud
  • Exposure to complex workload patterns from legacy mainframe platforms, to monolithic app stacks, to scheduled/dependency jobs, to distributed applications, containers, functions, ETL pipelines, event-driven messaging, public cloud, hybrid cloud, and grid computing environments
  • Familiar with industry standard risk management frameworks including NIST 800-53, NIST 800-160, NIST CSF, ISO27001
  • Familiar with industry regulations and best practices around resilience, including OSFI E21, FRB SR20-24, NYDFS part 500, and DORA
  • Strong ITIL Process knowledge
  • Agile / Project relevant skillset (Scrum, Kanban, SAFe)
  • Strong organization, facilitation, written, communication and presentation skills
  • Experience and comfort being a driver for change
  • Proven experience leading cross divisional change projects and triaging competing initiatives
  • A proactive working style that emphasizes transparency, rapid triage and continuous improvement
