The Role
 

Contributes to the overall success of the first line Enterprise Operational Resilience Program, ensuring specific individual goals, plans and initiatives are executed / delivered in support of the team’s business strategies and objectives.  Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures.


Is this role right for you? In this role, you will:
 

  • Leads the development and leadership of the Enterprise program for Operational Resilience, led by the Chief Operating Officer in Global Operations.  
  • Leadership of key workstreams within the Operational Resilience Program in the first line; including the bank-wide rollout of Critical Services methodology and mapping, and the development of tracking mechanisms with respect to resilience assessment, gaps, and remediation plans. 
  • Works closely with the operational resilience leads in each business line to ensure the execution of the identification of Critical Operations (COs) and the mapping of people, premises, processes, vendors and technology against COs. Once this is complete, consolidating identified vulnerabilities and outlining coordinated remediation efforts.
  • Supports the development of progress reporting against key regulatory requirements for the Enterprise Op Res Steerco and additional committees including the ORC and RMC, and potentially the Board.
  • Develops and finalizes a new taxonomy related to Operational Resilience and enterprise-consistent templates for all business lines to leverage.
  • Develops and launches a new training program related to Operational Resilience for key stakeholders in the coming fiscal year.
  • Oversees the development of contingency plans for critical third-party arrangements. 
  • Liaises with the second line Operational Risk team to ensure they are able to adequately challenge, and with the regulatory relations team on all regulatory updates.
  • Build out and leadership of a team capable of delivering initial Program requirements, subsequently structuring the team for ongoing support and efficiency. 
  • Eventually, will develop new guidelines and standards for scenario testing at Scotiabank in line with general resilience. 
  • Works closely with other members of Enterprise Crisis Management (ECM) to identify special projects that are in line with the strategic objectives of the group and that serve to enhance the efficiency and effectiveness of financial crisis management.
  • Tracks progress against a consolidated map of regulatory requirements including DORA, E-21, B-10 etc.
  • Provides overall leadership and performance management of Crisis Management and Business Continuity Business Intelligence and Reporting
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Do you have the skills that will enable you to succeed in this role? – We’d love to work with you if you have:
 

  • Bachelor’s degree; MBA preferred
  • 7+ years working in a risk management or operational role in a leadership capacity
  • Recognized as a subject matter expert and authority on areas of operational resilience including third party risk management, business continuity, crisis management and disaster recovery. 
  • Demonstrated capabilities in managing and planning activities related to operational resilience
  • Strong background and experience in project management, program and change management practices
  • Flexible and creative thinker with the ability to define business tradeoffs, generate out-of-the-box solutions and manage uncertainty; proactively identify and solve complex problems impacting management and business direction
  • Ability to prioritize against many competing interests in an environment of constant change
  • Have experience and participated in internal and external audits, specifically with regulators
