Director and Head, Enterprise Delivery Office (EDO) Governance
The role:
Reporting to the Vice President, Enterprise Delivery Office Governance, and part of the ScotiaTech team, the Director and Head of Enterprise Delivery Office (EDO) Governance plays a pivotal leadership role in shaping and operationalizing the frameworks, standards, and processes that drive efficient, transparent, and strategically aligned delivery across the enterprise. This role enhances delivery effectiveness by defining and guiding governance practices across the Bank’s global programs, projects, and product releases.
What will you do?
Enterprise Delivery Governance Evolution
- Lead highly specialized team of governance professionals, with multiple/segregated teams accountable for the strategic design of delivery and governance frameworks as well as the execution of governance monitoring and adherence across the entirety of the global Technology portfolio of programs (budget exceeding $1B)
- Drive transformational change by integrating delivery governance practices at the highest organizational level and overseeing enterprise‑wide adoption.
- Own delivery policies / standards, partner with support functions to design and implement streamlined enterprise delivery framework (EDF) to evolve the way we work
- Incorporate execution planning essentials into EDF with heightened risk prevention and release management
- Define, own and facilitate Senior Exec. governance forums (i.e., Delivery Portfolio Review, Technology QBR etc.)
- Steer continual evolution of governance frameworks to anticipate future needs, emerging trends, and technological advancements; leveraging automation and AI tools
- Design and implement scalable governance models supporting diverse delivery approaches, with emphasis on governing Agile frameworks, methodologies, practices, and tools.
- Define, own, and monitor delivery OKRs and KPIs that accelerate time‑to‑value, encourage agile ways of working, and reinforce outcome orientation.
- Establish, own, and facilitate governance forums that support informed decision‑making, timely risk identification, and transparent communication with senior leadership.
- Define interaction models with cross‑functional partners including Delivery/Execution teams, Engineering, Risk, and Finance.
Enterprise Delivery Governance Sustainment
- Maintain enterprise delivery policy and standards; accountable for tracking and monitoring of delivery adherence across Technology programs/portfolio
- Own delivery audits, self-identification, and controls monitoring and create self identification routines with tracking via ad hoc audits. Produce comprehensive adherence reporting across portfolio.
- Validate completion of delivery governance artifacts, ensuring preparation assurance and facilitating approvals as needed.
- Collaborate with business line and corporate function departmental project management offices (DPMO) to oversee policy and standards adherence and provide support and training when required.
- Produce external regulatory (e.g., OSFI) and internal Board‑level reporting focused on portfolio delivery health.
Leadership & Risk Culture
- Build and sustain a high-performance team through strategic talent management, inclusive leadership, and succession planning.
- Partner with Risk, Compliance, and Audit teams to ensure delivery practices meet regulatory requirements and internal control standards.
- Integrate the Bank’s risk appetite and culture into daily operations and decision-making.

What do you need to succeed?
- Post‑secondary degree with 10+ years of experience in program management and governance.
- Demonstrated expertise in multiple delivery frameworks (e.g., Agile) and associated tools.
- Expertise in risk management capabilities with strong ability to navigate complexity using pragmatic, risk‑based decision‑making.
- Skilled collaborator with ability to drive alignment across matrixed environments and influence stakeholders at all organizational levels.
- Strong financial acumen and capabilities to support effective resource allocation, cost optimization, and long‑term value creation.
