Position:  Director, Technology Planning, Design and Control, International Banking Technology


Reporting to the Vice President – IB Technology, Integrations & Modernization, the Director is directly accountable for the management of a portfolio of projects within International Banking, coordinating with key stakeholders at local, regional, divisional and enterprise levels for the delivery of all solutions required to achieve the overall business goals, ensuring compliance with internal policies and procedures.  The position is responsible for planning, prioritization, budgeting, scheduling, resource management and performance reporting to the Senior Management  levels.
The Director will also be responsible to communicate with Project Management teams in order to assess/resolve issues/conflicts impacting the program, including impact and risk analysis for change requests as well as defining and maintaining standards for project management within the International banking technology team aligned to the standards of Scotiabank
Under direct supervision of VP, the Director will assume project support responsibility for all aspects of the Technology CIO Office including program management..
The Director is also responsible for the oversight of the consolidated International Technology Systems’ financial and management reporting and plays a key role by providing insightful input to the Executive Management team, identifying opportunities for improving efficiency and cost management.
Areas of focus include project management, budgeting, financial analysis, performance measurement, MIS, vendor and contract management and expense management. The Director is also responsible for ensuring the integrity of the International Technology Systems’ financial performance through implementation of adequate controls, key performance indicators, monitoring and reporting monthly/quarterly financial and staffing levels. Also, the Director is responsible for the Cost Recovery and Allocation in the region. In addition, the Director conducts periodic analysis for the International Technology Systems’ management team, as required.
Some travel required to international locations may be required with short notice.  Multiple and sometimes conflicting priorities arise with most work required under tight deadlines. 


•    Project/Program Management
o    Promote best practices in project management across IB
o    Produce Executive Dashboard and reports for the IB CIO office
o    EDF deployment in IB
o    Manage the project/program financials, forecasts, accruals and vendor invoices
o    Provide ongoing support to Project Managers on creating and monitoring detailed project plans as per Scotiabank standards
o    Support  Resource Managers and Project Managers with resource assignments using standards tools (Clarity and  CAPPM )
o    Manage Clarity Administration including resource progress reporting, follow-up, assist & approve the Project team's weekly Time Reporting and escalate non-compliance to Resource

Managers and Project Manager.
o    Manage producing program level reporting and dashboards for the management.
o    Assess operational, reputational, financial, regulatory & compliance and other risks arising from the challenges and complexities that technological integrations represent and works with corresponding stakeholders to mitigate these to within Bank’s risk appetite.
o     Ensures the adequacy, adherence and effectiveness of technological solutions implemented as part of the integration and / or modernization intitiatives to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct. 
o    Ensure a consistent project risk management and delivery practice across all activies in IB. 
o    Escalate potential program schedule, budget, and resource issues to the Project Managers, Resource Managers and Directors as appropriate.
o    Perform periodic schedule variance analysis and prepare Variance Reports for the Project Managers.
o    Manage project closure activities.
o    Provide additional PM expertise to ease project management shortages when required.
•    Relationship Management
o    Manage interactions with the team to manage various projects
o    Consult with business lines, resource managers, and project managers to identify and mitigate any program risks, escalating issues that participant and/or program delivery remains on track based on project schedule
o    Establish strong working relationships with external vendors to manage assessment and program deployment; ability to articulate and document desired business outcomes while holding all parties accountable to service level agreements

o    Manage the Resource Capacity Management, Planning and Time Tracking tools ensuring Line Managers, Project Managers, and Team members training, rollout, and adoption.
o    Provide day to day operational support for the resource planning, project execution, and program reporting.
o    Manage Client Service Requests (CSR) sizing and execution planning working closely with Business Planning and Solution teams.
o    Ensure effective PMO onboarding of the new full time and contract resources at all levels.
o    Implement Time tracking tool for Colpatria and Uriguay
o    Manage and support Inter-company rates, cost allocation model and Transfer Pricing
•    Culture of Continuous Improvement & Service Optimization
o    Build a forum for a center of excellence responsible for researching, collecting intel and developing thought leadership relative to project/program/portfolio management (PPPM) in order to advance the capability of the team and evolve the maturity of the PMO – in partnership with Enterprise Project Management Office (EPMO), other PMOs and stakeholders.
o    Work closely with Enterprise Architecture, Finance, Development, Testing, EPMO and Business partners in creating a framework for enterprise delivery that drives performance.
o    Monitor and control projects and programs, understanding current state and identifying opportunities for improvement.
o    Drive ongoing discussions relative to Lessons Learned and the sharing of best practices.
o    Develop opportunities to drive coaching and mentoring to accelerate and optimize performance of the overall team, and build leadership bench strength within the PMO.
o    Define and implement a performance framework across to enable analysis and insights on effectiveness, productivity and quality of Project and Program Deliverables.

 Methodology & Process Design 
o    Support the E2E design and architecture for a delivery framework in partnership with other PMOs and the EPMO.
o    Leverage internal and external experts to design future state processes that bring about the change and results to improving the customer experience.
o    Work with business leaders, Technology leaders, Vendors, Consultants and partners to evolve and adapt methodologies to adapt and respond to changing business conditions.
o    Ensure project methodology and standards are consistently applied to all initiatives.
o    Liaise with functional groups on developing new and enhanced processes.
o    Liaise with internal and external groups to solicit their input into the development of new and enhanced processes.
o    Work to define Key Performance Indicator (KPI’s) in order to measure success of the E2E process and usage.
o    Educate and champion.  Work with business leaders and technology partners to demonstrate the logic and value behind adapting new processes and championing the rollout.
o    Work with compliance and governance to ensure process adherence to policies and standards.
•    Communication & Strategy Development
o    Establish a strategic communication office that articulates key transformation strategies and how to enable the transformation journey.
o    Regularly connect technology enablement to key success and wins aligned to the business and how these technologies are tied to transforming our customer experience.
o    Center for developing communication and executive presentations that are part of the transformation and articulating the value to the organization (typically senior executive positions within

Latin America (LATAM) PMO or stakeholder group i.e., (Canadian Banking).
o    Develop, support, and map the LATAM PMO interdependency map.
o    Establish strong partnering relationships with internal stakeholders, IT&S executives, EPMO, Enterprise Architecture (EA), lines of business and corporate PMOs to develop a holistic portfolio management perspective and articulate strategic recommendations in line with corporate priorities, the IT vision and the Canadian Banking objectives.
o    Stay abreast of macro trends, industry best practices and the competitive environment to inform strategy development of opportunities to improve delivery that align with the digital transformation strategy that will transform our customer end to end experience and accelerate revenue growth, deliver an excellent client experience and sustain leadership in access and choice.
o    Expand Mentorship Program across all CIOs

Required Skills:

•    Comprehensive business knowledge (understanding of vision, financial objectives/how business functions and core processes interact/the strategic importance of projects, how they relate to Scotiabank’s goals, how projects interact/impact of change and/or delays in projects)
•    Process knowledge (scheduling/budgeting/resource allocation/risk management/systems design/change management, release management)
•    8-10+ years of demonstrated experience managing and providing leadership to large projects including experience in project finance, budgeting & forecasts.
•    Proven IT experience with deep expertise in both the strategy and business needs of banking as well as technology
•    Possess a solid understanding of KPI’s and success measures relating to: new process implementation, change management, project success & audit.
•    Must have exceptional communication skills (verbal/written/presentation) in both Spanish & English plus the ability to communicate up, down and across the organization with a skill in being able to translate strategic intent into action, facilitate leadership session and articulate complex ideas to various audiences. Strong interpersonal and relationship building skills in order to be able to positively work with demands from multilevel stakeholders and influencing decisions.
•    Possess a deep understanding of Project Management Body of Knowledge (PMBOK), Waterfall, Agile and prototyping methodologies.
•    Possess a deep expertise in supporting methodologies (Software Development Lifecycle - SDLC, Quality Assurance - QA, Enterprise Architecture - EA, Architecture and Service Oriented Architecture - SOA) is desired.
•    Knowledge of the Bank’s systems (mainframes, mid-tier sytems, environments)
•    Understanding of complex, leading edge technology and how this can be used to support business processes
•    Experience managing multidimensional projects from concept to completion within a matrix environment across various functions and cultures 
•    Delegation assigning work to the various functional heads in ways that get the job done, sharing the responsibility without giving up the accountability
•    Must have excellent leadership skills, plus a strong ability to mentor and develop others. 

•    Bilingual:  English and Spanish fluency
•    Must have a Bachelor’s degree in Technology and/or Business Administration
•    PMP designation or Project Management certification are an asset.
•    Completion of a MBA is an asset.
•    Possess extensive experience with Executive Presentations using MS Office tools
