Purpose
The Director, Open Banking is responsible for leading and driving the Open Banking/Open Finance strategy for Scotiabank and Tangerine, while overseeing multi-year product and capabilities development. Collaborating across the bank, this role will lead product definition of strategic opportunities and outcomes in partnership with impacted businesses, while bringing a global lens that prioritizes customer value and reuse of global capabilities.   This includes identifying and leading transformative outcomes aligned with the bank’s broader strategies.   Reporting to the Vice President, Global Payments Platforms, the Director will represent the bank in industry and regulatory forums, bringing industry insights internally to help inform strategic direction, investment sequencing, and delivery of program objectives.

 

The Director leads a team of product owners, partnering with engineering teams to prioritize development backlogs in accordance with strategic outcomes and regulatory mandates, and oversee execution/delivery of these priorities.

 

The incumbent must maintain a strong understanding of the Open Banking/Open Finance global landscape including the intersection with payments, evolving trends and regulatory frameworks, and the impacts on financial services. 


What You’ll Do:

  • Lead the development and evolution of the bank's Open Banking strategy, ensuring alignment with regulatory requirements, industry trends, and organizational priorities.
  • Collaborate across the bank to identify and define priority outcomes, benefits, and associated investments that leverage Open Banking capabilities.
  • Conduct strategic market analyses to assess the impact of Open Banking globally, including studies on successes and failures to inform strategies.
  • Act as the bank's voice in engagements with regulators, policymakers, and industry associations to shape and influence the Open Banking ecosystem.
  • Represent the bank in industry forums and working groups to ensure alignment with industry standards and advancements.
  • Oversee product development teams to deliver innovative capabilities and services that leverage Open Banking to achieve prioritized outcomes.
  • Own and manage the platform of capabilities enabling Open Banking across the organization, ensuring scalability, security, and compliance.
  • Foster collaboration with global and cross-functional teams to ensure a cohesive approach to Open Banking initiatives.
  • Work closely with strategic partnership teams to enable new value propositions through 3rd party engagements & partnerships
  • Responsible for maintaining the governance framework, to ensure proper oversight, engagement, and reporting across all impacted work streams of the open banking roadmap within Tangerine and BNS.
  • Responsible for understanding and complying with the Regulatory Compliance Framework including the Anti-Money Laundering/Anti-Terrorist Financing and Sanctions Policy and all AML related policies, procedures and controls within the department.
  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk. 
  • Provide leadership and coaching to build a high-performance, inclusive team environment, implement a people strategy that attracts, retains, develops and motivates the team 


What You'll Bring:

  • Demonstrated expertise in Open Banking frameworks, regulatory landscapes, and industry trends, with a strong understanding of the intersection between Open Banking and payments.
  • Degree in Business, Finance, Computer Science, Engineering or related field 
  • 10+ years of team leadership experience with demonstrated success in implementing transformative and strategic initiatives.
  • Adept at strategic planning including leading scoping activities and developing approaches for opportunity development and assessment.
  • Experience leading a team and have a track record of delivering transformative results.
  • Deep understanding of Open Banking technologies, APIs, and integration with broader financial systems.
  • Proven ability to balance strategic thinking with executional excellence in a fast-paced environment.
  • Familiarity with Agile and other development methodologies, with a track record of delivering innovative, customer-centric financial products and services.
  • Articulate, strong communicator who can easily discuss business and technology concepts with executive audiences.
  • Ability to navigate and deliver on global initiatives, ensuring alignment with regional nuances and regulatory requirements.


Work Arrangement: 

  • Work in a hybrid, standard office-based environment; non-standard hours are a common occurrence.  Limited travel domestically and internationally across Scotiabank’s global footprint.
