This key 2nd line position within the Bank’s Global Operational Risk (GOR) team drives strategic direction and governance of the Bank's Enterprise Operational Resilience Program. The incumbent is responsible for i) developing, enhancing and maintaining the Bank's global operational resilience framework, ii) define minimum enterprise requirements (e.g., impact tolerances, key indicators, controls), iii) managing external industry and internal relationships to improve the Bank's overall operational resilience governance including incorporation of leading practice, iv) provide review, oversight and challenge of program resilience and assessment outputs, including providing advice and counsel to 1st line methodologies and standards, and iii) presenting at senior executive level forums.
The function is evolving as the Bank seeks to continually improve its operational resilience capabilities.
Is this role right for you? In this role, you will:
- Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Responsible for developing, enhancing and maintaining the Bank's Global Operational Resilience Framework. This includes global oversight of 1st line and local 2nd line methodology and governance documents to provide advice and counsel. Also, responsible for providing advice and counsel when local addendums are needed.
- Provide advice and counsel on the 1st line strategic direction for the enterprise management of Operational Resilience at the business service level and for banking functions that affect the stability of the financial system as a whole.
- Lead and manage initiatives that improve the efficiency and effectiveness of Operational Risk such as lead change/projects, identify process improvements, etc., as assigned.
- Influences and gains support from the 2nd line senior leadership team to support the implementation of the program strategy (i.e. roadmaps, target operating model, RACI, technology solution, framework, and methodologies).
- Partners with the 1st line Operational Resilience central team and other key internal stakeholders (e.g., Internal Controls, Technology, Global Operations) to build the Global Operational Resilience program, in line with business objectives and the risk environment, and that identifies, assesses, monitors, reports and manages inherent risks and residual risks within Board approved risk appetite.
- Develops and provides ongoing risk reporting to the Board and 2nd line opinion on the implementation by the 1st line of the operational resilience strategy and associated activities including testing and response and recovery.
- Builds and implements a Board-approved risk appetite and tolerance statement, with supporting business and function-aligned risk and control exposure metrics pertaining to operational resilience.
- Evolves the resilience framework for the Bank by participating in industry working groups, by conducting research into global regulatory requirements and best practices and driving thought leadership.
- Partners with owners of existing policies, frameworks and tools, including but not limited to cyber risk, third party risk management and technology to reflect resilience considerations as appropriate.
- Evaluates enterprise operating model for operational resilience planning and management and provides strategic recommendations and proposals as appropriate.
- Oversees the implementation of management action plans to address/close identified issues from internal audits or regulatory reviews.
- Leads the sustainment and continuous improvement of the overall program to adapt to new threats, regulatory changes, and business evolution.
- Directs day-to-day activities in a manner consistent with the Bank's risk culture and the relevant risk appetite statement and limits. Considers and communicates the Bank's risk culture and risk appetite statement in the development of operational resilience governance and frameworks.
- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Do you have the skills that will enable you to succeed in this role? We’d love to work with you if you have experience with:
- Experience in risk management, methodology, governance, and process improvements.
- Experience in reporting to Senior Executives.
- Customer centric leader with strong relationship management skills.
- Strong leadership and people management skills and the drive to motivate team, peers and senior leaders.
- Fluency in written and spoken Spanish is an asset.
- At least 8 years of financial services industry experience required in progressively senior roles.
- Advanced knowledge of core banking operations.
- Demonstrated experience of framework development and implementation, strategic thinking and thought leadership.
- Deep understanding of various risk and support functions, regulations, and internal policies & procedures impacting banking operations.
- Must maintain a current awareness of regulatory requirements and industry best practices in operational risk.
