The role
We are seeking a high-performing leader to join the Enterprise Delivery Office (EDO) Governance team. The Director, Enterprise Portfolio Governance, Enterprise Delivery Office leads enterprise-wide portfolio and project governance – leading the design of enterprise delivery standards and policies while ensuring disciplined execution, transparent reporting, and adherence to critical governance frameworks.
The Director contributes to the overall success of the wider Enterprise Delivery Office and bank by ensuring that governance frameworks not only meet audit and risk expectations but actively drive better delivery outcomes, faster decision-making, and stronger investment discipline. This role is accountable for enterprise portfolio health reporting, proactive risk identification, and enabling executive decision-making through insight-driven reporting, structured challenge, and coordinated intervention in line with governing regulations, internal policies and procedures.
This is a hands-on role requiring strong partnership across CIO portfolios, delivery leadership, and critical internal control functions, with a focus on embedding and measuring governance discipline at scale.
What will you do?
Enterprise Ownership of Delivery Standards & Governance
• Own and continuously evolve the Bank’s portfolio governance standards, policies, and operating frameworks (e.g., Strategic Investment Portfolio Policy, Project Execution Standards) across programs and projects.
• Act as the enterprise lead on delivery governance, setting expectations across CIOs, Divisional Portfolio Management Offices (DPMOs), and corporate functions.
• Ensure governance is audit-ready, risk-aligned, and designed to enable speed and outcomes, not just compliance.
Lead Enterprise Portfolio Reporting, Analysis & KPIs
• Lead production of enterprise portfolio reporting and analysis, providing a consolidated view of health, risks, issues and performance for various stakeholder consumption, including the bank’s Strategic Investment Portfolio Committee, senior executive management and external regulatory bodies.
• Transform reporting into a forward-looking decision engine - modernizing enterprise reporting and driving predictive insights, trend analysis, and clear actions.
• Deliver high-quality, audit-defensible reporting outputs for executive leadership, governance forums, and regulatory consumption.
• Identify systemic risks, performance gaps, and emerging trends across the portfolio, and translate insights into actionable recommendations and interventions.
• Establish governance as the authoritative source of truth for execution progress and delivery performance across the enterprise.
Act as 2nd Line of Defense for Portfolio Governance
• As 2nd Line of Defense, provide oversight and governance by regularly reviewing the portfolio of projects across the bank to evaluate compliance to Policy and Standards, and work with delivery leadership to improve adherence.
• Apply rigorous challenge and escalation to CIO portfolios and DPMOs - surfacing risks, issues, and control gaps early and ensuring timely resolution.
• Lead control monitoring and attestation processes, including development of reporting on adherence to governance policies, standards, and controls.
• Partner credibly with Audit, Risk, and Compliance to enforce consistent framework adherence and drive enterprise-wide remediation of systemic control weaknesses while enabling delivery outcomes.
Orchestrate Enterprise Relationships & Drive Effective Change Management
• Lead an integrated engagement model across 1st Line of Defense and 2nd Line of Defense partners (e.g., CIOs, DPMOs, Finance, GRM, Audit, EDF).
• Drive enterprise adoption of governance changes (policies, standards, methodologies) through structured change management.
• Align stakeholders to common governance expectations and execution discipline, influencing sustained behavior change.

What do you need to succeed?
• 8+ years of experience in project portfolio management, project delivery, enterprise governance.
• Expert knowledge of the Bank's project delivery methodology framework and strong understanding of project and portfolio management disciplines, governance processes, and executive reporting.
• Proven ability to translate complex data into executive-level insights and recommendations.
• Strong strategic and critical thinking skills; able to effectively challenge information provided (e.g., as 2nd line of defense)
• Strong analytical and problem solving skills, with ability to deliver results in a fast-paced, challenging and dynamic business environment.
• Demonstrated leadership skills (e.g., leading and executing change initiatives and developing and coaching a team)
• Excellent interpersonal and relationship-management skills with ability to deal with various key stakeholders, including executive management level (e.g., project sponsors, CIOs, CFO, Group Heads)
• Demonstrated ability to lead governance improvements and drive discipline at scale.
• Strong expertise in PPM tools, portfolio reporting, and data governance practices.
