Title:  Director, Enterprise Functions AML Advisory and Internal Controls

Responsible for providing advice, counsel and oversight to Enterprise Control and Support Function Groups (“Functions”) in respect of the Money Laundering and Terrorist Financing (ML/TF) Risks relating to their initiatives and activities and collaborating with them on implementing appropriate mitigating controls. This includes the review and assessment of Function-sponsored New Initiatives and third party arrangements.  Additionally, the Director is accountable for managing the Internal Controls activities for the Financial Crimes Risk Management group (FCRM), responsible for leading FCRM alignment with the enterprise policies and requirements of Functions such as Enterprise Risk and Global Compliance as applicable. 


Key Accountabilities 

Control & Support Functions AML Advisory Accountabilities

  • Acts as primary liaison with and provides advice and counsel to Functions in respect of their respective AML/ATF risks and ensures that Sanctions related risks are identified and directed to the Global Sanctions team as needed
  • Leads the assessment and effective challenge of Function-sponsored New Initiatives for potential ML/TF risk in line with the New Initiatives Risk Assessment program and the New Initiatives AML and Sanctions Risk Assessment Procedures
  • Leads the assessment of Function-sponsored Third Party contracts that are identified as having ML/TF or Sanctions risk as part of the Third Party Risk Management Policy. Ensures risks are adequately assessed, documented and required controls are communicated and implemented. 

Internal Controls Accountabilities (“FCRM 1B”)

  • Acts as primary liaison with Functions in respect of intersections and impacts between their respective policies and programs and FCRM mandate, responsibilities and policies
  • Supports FCRM’s ongoing management of operational, regulatory and compliance risks under the Enterprise-Wide Risk Management Framework, Operational Risk Management Policy and the Risk Culture and Conduct Risk Management Framework and other enterprise frameworks and policies as applicable. This includes:
    • Leading the coordination and completion of Compliance Risk and Control Assessments for FCRM
    • Leading the coordination and completion of RCSAs and related Operational Risk activities and reporting
    • The development and management of action plans and reporting pursuant to the Risk Culture and Conduct Risk Management Framework
    • The development and management of FCRMs Records inventory and management in alignment with the Record Information Management (RIM) Policy and related initiatives
    • Supporting FCRM compliance with the New Initiative Risk Management Policy
  • Provides strategic and tactical information, advice and counsel to FCRM management team with respect to applicable Internal Controls accountabilities, key Functions initiatives, developments and on-going activities, ensuring that timelines are met and resource impacts are understood and planned for
  • Owner of the AML Risk External Third Party Risk Management Standards and related management and coordination with the Third Party Risk Management team
  • Responsible for the AML components of the Third Party Risk Management program and tool
  • Provide advice and leadership to FCRM and the Third Party Risk Management team on AML related aspects of the program and system

General Accountabilities

  • Facilitate and contribute to the preparation of management reporting relating to the responsibilities within the role
  • Develop and maintain standardized processes, templates and guidance documentation related to the activities of the role as needed, striving for streamlining and efficiencies
  • Provide advice and guidance and, develop and deliver training as needed to educate other FCRM staff that are engaged in supporting or executing on aspects of the role
  • Drives effective stakeholder management and alignment through interactions with internal FCRM management and team 
  • Builds and maintains strong relationships with key contacts within the Functions to support effective management and delivery of goals for the role
  • Ensures unresolved issues or risks are escalated to the appropriate Executive Sponsors in a timely manner. 
  • Maintains awareness of regulatory developments, expectations and industry standards related to AML and ATF in Canada.
  • Ensures that the team maintains record keeping of key documentation.
  • Liaises with internal and external auditors and regulators as required regarding information and reporting related to the AML Program or with respect of FCRMs adherence to other enterprise policies as applicable.
  • Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Experience / Education:


  • Solid understanding of AML/ATF regulatory requirements
  • Strong familiarity and experience with bank regulatory compliance programs and/or enterprise/operational risk programs
  • Prior exposure to a control environment in risk management, compliance, or audit
  • Working knowledge of business environment supported by a strong understanding of policy and regulations
  • Exceptional written and verbal communication skills
  • Strong analytical and process design skills
  • People management experience and leadership skills
  • 7 – 10 years of related AML or general Compliance or Operational Risk experience
  • ACAMS designation or equivalent preferred
