Purpose

 

Incumbent identifies and monitors regulatory and industry developments applicable to Global Banking and Markets & Treasury in Canada and develops and advises on applicable policy and process implementations resulting from these developments. 

 

Accountabilities

 

  • Lead and drive a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Identify and monitor regulatory and industry developments and act as a reference source with respect to Canadian securities legislation, Banking legislation and OSFI Guidelines, applicable SRO rules and Capital Markets best practices including for:
    • Trading in derivatives, foreign exchange, fixed income, equities and ancillary related activities
    • Conflict of interest management
    • Information barriers
    • Insider-related issues, including trading prohibitions and filing/disclosure requirements
  • In collaboration with the GBM & T Canada Compliance program team, manage and co-ordinate regulatory change processes, regulatory reporting and the maintenance of regulatory compliance matrices.
  • Participate in and provide advice and counsel to the relevant business lines for business implementation of regulatory change and reform.
  • Ensure new and amended policies take into account relevant regulatory requirements, but also industry standards and best practices as well as regulatory expectations.
  • Represent GBM & T Canada Compliance program on Global Compliance working groups as required.
  • Working in collaboration with the GBM & T Canada Compliance advisory team, participate in the development and delivery of compliance training and regulatory awareness presentations.
  • Lead or assist in managing responses to regulatory inquiries.
  • As assigned, participate in the review of new product, business initiative and/or IT system proposals to assess actual or potential regulatory and/or reputational risk.
  • Assist with project work and other duties as assigned from time to time.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.

 

Education / Experience:

 

  • LL.B./J.D an asset but not required
  • Post-secondary degree
  • In-depth knowledge of regulatory, compliance and legal requirements and issues in the relevant subject areas gained through relevant industry and professional experience and education
  • Practically oriented problem solving skills, and strong verbal and written communication skills in order to ensure all communications, including policies, are easily understandable.
