Title:  Associate Director, First Line Testing, Trade Finance - Global Banking & Markets

Initially focusing on Trade Finance Operations, Transaction First Line Testing assesses the adequacy, adherence, and effectiveness of the GBP Standards and that anti-money laundering/anti-terrorist financing and sanctions (collectively “AML”) controls are being appropriately executed in GBM jurisdictions. The incumbent is responsible for the implementation and sustainment of the Transaction First Line Testing work stream through effective management of the Transaction First Line Testing team and tools. He liaises with trade finance stakeholders and evaluates parameters, KPIs and KRIs to provide input to the annual First Line Testing schedule, as well as respective periodic reporting on First Line Testing results pertaining to the Transaction testing work stream.





Operational Management and Improvement

  • Oversee and perform First Line testing of Trade Finance Operations functioning under GWO-Lending Services to validate the appropriate implementation of GBM-wide and in-country controls
  • Develop samples in accordance with GBM First Line Testing Procedures and ensure sampling results are comprehensive, and accurately identify AML risk factors and key controls
  • Assess First Line Testing results and validate ongoing remediation activities in order to identify and address patterns, themes, or trends that indicate potential weaknesses or gaps in the execution of GBM-wide AML and sanctions controls and procedures by taking proactive steps to ensure potential non-compliance does not re-occur. This includes employing process and systemic design analysis to determine how to build in safeguards and process changes to prevent non-compliance
  • Finalize periodical First Line Testing reports with sample testing results grading
  • Conduct review meetings to discuss the testing reports with the assessable units
  • Provide effective and constructive feedback to the execution teams within GBM of common themes based on severity of deficiencies
  • Follow up to ensure that all identified issues are remediated in a timely manner, and escalate if necessary
  • Periodically review and reconcile Transaction testing parameters, business line metrics, KPIs and KRIs particularly for trade finance operations
  • Ensure continuous development of First Line Testing reporting and ensure timely delivery of the reports to Senior Management and 2nd Line Management
  • Provide input to the First Line Testing schedule pertaining to the Transaction testing work stream
  • Work with AML/ATF personnel and business line representatives to assist in the development of training, where appropriate, based on testing results and progress of corrective actions
  • Deliver future Testing program enhancements due to changes in regulatory landscape, or system/process updates
  • Interface with internal audit and external examiners as required in describing the control environment and scope of First Line Testing reviews
  • Ensure continued learning and professional development of the Trade Finance transaction-based testing team


Leadership – Management


  • Manage a team of Associates responsible for testing and deliver against testing schedule/targets
  • Supervising assigned resources ensuring performance objectives for project activities are negotiated and reviewed, providing ongoing coaching and counselling.
  • Reviewing staff organization and deployment to ensure effective as well as efficient operation of the department.
  • Updating staff on regulatory and project management trends, industry trends, best practices, and technology strategies.
  • Coaching and approving training to improve the level of staff performance.
  • Conducting performance assessments for direct staff along with recognizing performance and managing non-performance.
  • Creating and reviewing succession plans for key positions and provide direction for the recruitment selection, development, and retention of high potential employees.
  • Developing and maintaining a high level of morale within the group.
  • Share knowledge and experience with team members to ensure a consistently high level of performance.


Relationship Management


  • Developing and maintaining key relationships with Trade Operations Execution Teams, Trade Finance Risk Control (TFRC) Teams, Product Management and Second line of defence (i.e. AML Officer, GSO, Enterprise-Testing Unit and GAMLU)
  • Interact with global and local Compliance, as well as global procedure owner(s) on procedure details, provision of advice on any regulatory changes that may impact GBM processes



Education / Experience



  • Master’s degree in business administration, finance, or equivalent work experience
  • CAMS Certification preferred
  • Professional Trade Finance Certification preferred (CITP, CTFP, CITFS or equivalent)
  • Minimum of 8 years in financial services particularly in trade operations, consulting and/or AML/ATF compliance
  • Prior experience in examinations/auditing roles, Testing / Quality Assurance, control functions and an understanding of testing methodology and risk and controls analysis

In addition:

  • An understanding of compliance and testing best practices
  • Familiarity with the key products offered in GBM and related AML/ATF and sanctions functions
  • SME (Subject Matter Expert) on trade finance products, trade operations, trade finance processes and controls
  • Strong analytical, investigative, reporting, and planning skills
  • Outstanding written and spoken communication abilities
  • Excellent teamwork, interpersonal and conflict resolution skills
  • Highly organized and capable of dealing with complex projects
  • Ability to manage multiple compliance reviews and projects concurrently
