Purpose

 

Quality Assurance (QA) is a control function within GBM AML Advisory and Controls which is tasked with the ongoing assessment of the state of compliance with the relevant BNS/GBM AML/ATF and sanctions framework by the business. The incumbent is responsible for the execution of the Process Review QA work stream through effective management of the QA team and tools. S/He liaises with different stakeholders and evaluates QA parameters, KPls and KRls to manage the annual QA schedule, as well as respective periodic reporting on QA results. S/He is responsible for the design and maintenance of QA Procedures.

 

Accountabilities

 

Operational Management and Improvement

  • Lead design and maintenance of QA Procedures;
  • Oversee qualitative and quantitative, risk-based Quality Assurance testing which encompasses the review of AML control processes (KYC Review: Onboarding, Periodic Refresh and  Trigger Events, Transactions Review, Manual Transaction Monitoring, Unusual Transaction Reports "UTRs", Payments Monitoring, Source Systems Review and Sanctions Monitoring) as well as the alignment with relevant policies and standards;
  • Assess reasonable adherence to the relevant AML framework and identify Systemic and Repeat Issues or process design concerns through Root Cause Analysis;
  • Design QA testing procedures and identify the need for ad-hoc reviews of AML controls and provide process improvement recommendations;
  • Conceptualize the annual QA Schedule under consideration of KPIs and KRIs and obtain approval from senior stakeholders as required; and perform trend analysis regarding AML controls including elaboration of analytics and trends based on QA Reports or similar reports/reviews;
  • Validate/perform QA on deliverables provided for issue closure of GBM AML-related 1st and 2nd line QA &Testing issues, as well as internal audit issues and AML regulatory findings (OSFI, FINTRAC);
  • Draft QA reports and ensure that QA reports are published and distributed in a timely manner to relevant stakeholders;
  • Drive QA process alignment in cooperation with other stakeholders in all GBM jurisdictions regarding design and overall methodology, reporting standards, thresholds;
  • Conduct report review meetings with the assessable units and communicate issues/findings in a clear and straightforward fashion;
  • Periodically review and reconcile KYC QA parameters, business line metrics, KPls and KRls; and
  • Identify training needs for the QA team in order to stay abreast of current policies and standards and liaise with relevant SMEs regarding training content and delivery

 

Management

 

Leadership

  • Manage a diverse team of QA Associates responsible for quality assurance testing, and deliver against testing targets;
  • Lead by example in order to further strengthen the subject matter expertise within the team;
  • Foster a positive and productive team culture through an approachable leadership style as well as transparent communication and decision making with the objective to achieve high engagement scores measured pursuant bank methodology;
  • Create and maintain a team environment that enables and fosters coaching opportunities;
  • Ensure ongoing transparent communication of the bank’s and the group’s vision, current and future projects/initiatives;
  • Stay abreast of and communicate relevant developments in the areas of regulatory environment, industry trends and best practice to the team to foster a culture of high performance; and
  • Conduct, document and communicate performance assessments to the team

 

Relationship Management

  • Develop, maintain and expand strong professional relationships with relevant stakeholders, i.e. regional QA functions, AML Advisory, GBMO, Enterprise Testing Unit and AML Risk

 

 

Education / Experience

 

 

  • Master's degree in business administration, finance, legal or equivalent work experience;
  • CAMS Certification is considered an asset
  • Minimum of 10 years in financial services, consulting, AML/ATF compliance or (internal) audit
  • Prior experience in examinations/auditing roles, Quality Assurance, and an understanding of testing methodology and risk and controls analysis
  • In addition:

                      - An understanding of compliance and testing best practices

                      - Familiarity with the key products offered in GBM and related AMUATF and sanctions functions

                      - Proven track record of building and maintaining highly motivated teams which perform at the top of their game

                      - Strong analytical, investigative, reporting, and planning skills

                      - Outstanding written and spoken communication abilities

                      - Excellent teamwork, interpersonal and conflict resolution skills

                      - Highly organized and capable of dealing with complex projects

                      - Ability to manage multiple compliance reviews and projects currently in fast paced environment
