Leads and continually enhances a world class Bank Regulatory compliance center of excellence based on an appropriate and effective global operating model, appropriate and efficient processes as well as relevant skills and resources. The result of which will ensure relevant subject matter expertise is available to advise business leaders in mitigating their risks and maintaining compliance with global regulatory developments with a focus on regulatory developments within the Bank Compliance segment.

Contributes to the overall success of Global Banking, Markets and Treasury (GBM&T) Compliance Department ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives.  Ensures all banking activities in the region follow governing regulations, internal policies and procedures.   

Serves as compliance officer within the bank regulatory and treasury compliance programs of the U.S. operation of the Bank of Nova Scotia, which includes an New York State licensed agency, a Texas licensed branch operating in Texas, and Miami Florida licensed representative office.  The position, which reports to the U.S. Head of Bank Regulatory and Treasury Compliance is also responsible for working with other members of the U.S. Compliance team to address the prudential regulatory requirements applicable to the security and commodity trading activities of BNS and its affiliates, including Scotia Capital (USA) Inc and BNS’ New York Agency’s primary dealer activities.




Is this role right for you? You will be responsible for:



  • Functioning as part of a team coordinating the BNS’ bank regulatory and treasury compliance program for relevant U.S. activities of BNS’ banking offices in New York and Houston.
  • Leading the bank regulatory compliance  program for the BNS’ Miami Representative Office.
  • Providing day-to-day strategic advice and guidance to front office and relevant control functions on the impact, risk and opportunities of the new and amended laws and banking and treasury regulations relating to BNS and its U.S. affiliates.
  • Designing, developing, delivering and maintaining best-in-class programs, policies and practices consistent legislative and regulatory requirements/expectations, emerging trends and industry best practices.
  • Overseeing the monitoring and identification of regulatory developments, including enforcement actions, and new laws, regulations, rules, and interpretations or guidance relating to Investment Banking Compliance across all jurisdictions; drives a consistent and collaborative approach to KRIs, standards and regulatory change in all geographies. Analyzing and scoping the impact of new and complex regulatory and compliance developments across senior function/business/product, including cross-border impact.
  • Maintaining an awareness of new business initiatives and new products and services being introduced in the U.S. by BNS and its non-bank affiliates in order to ensure permissibility under existing legal and regulatory structure and that appropriate compliance controls and resources are in place prior to introduction of the new activities.
  • Participating where applicable in risk assessments, monitoring, surveillance, testing and mapping of regulatory requirements and controls associated with the U.S. bank and treasury compliance programs.
  • Participating in industry groups and trade association working groups or other forums.
  • Participating in initiatives and high-impact special project work streams with a results-driven focus to deliver solutions, including global implementations of new regulatory requirements.
  • Accountable for the investigative process related to possible instances of non-compliance and ensures escalation to the appropriate teams/individuals for appropriate remediation or corrective actions as required.
  • Assisting with development of U.S. bank regulatory and treasury compliance training program for front office personnel and relevant control personnel.
  • Conducting day-to-day activities of the Investment Banking Compliance team in a manner consistent with the Bank’s risk culture and the relevant risk appetite statement and limits. Communicating the Bank’s risk culture and risk appetite statement throughout the Investment Banking Compliance team.  Championing a customer-focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Actively pursuing effective and efficient operations, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework and the Guidelines for Business Conduct.
  • Other duties and projects as may be assigned.

  • A minimum of 1 to 3 years of bank regulatory or treasury related experience and at least 3 years of  compliance related experience. 
  • Familiarity with applicable Federal and state laws and regulations relating to aspects of banking activities’ including deposit management, liquidity risk management, commercial lending, trade finance and cash management.
  • Familiarity with U.S. securities and commodities laws and regulations (particularly those applicable to primary dealers) would be helpful, but not required.
  • Strong organizational, communication (oral and written), and interpersonal skills required.
  • Excellent teamwork, interpersonal and conflict resolution skills.
  • Functional knowledge of Microsoft applications (including Word, Excel and Power Point).
  • Strong analytical and computer skills and a keen eye for detail.
  • Capable of simultaneously handling multiple tasks and meeting stringent deadlines.
  • College Degree required.  Post graduate degree (J.D. or MBA) preferred but not required.
  • High level of integrity.
