Purpose:


The Manager, U.S. Cash Management Governance & Program Initiatives, Global AML, contributes to the overall success of the U.S. Cash Management program, ensuring specific individual goals, plans, and initiatives are executed / delivered in support of the Cash Management and Global Transaction Banking strategies and objectives, in adherence to U.S. AML and Sanctions regulations, and Scotiabank AML and Sanctions Policy requirements.  The role will focus on supporting the GTB AML Risk Lead. The role is responsible for ensuring that USCM AML/Sanctions program policies and procedures and metrics reporting are up-to-date and compliant with the external regulatory requirements (USMCA) and internal policies and standards (Bank).  This role will focus on providing administrative and operational support to different governance bodies (i.e., USCM SteerCo, USCM Working Group, GTB Program Committee), while promoting effective governance practices within the USCM corridor and GTB. 

 

The role works with stakeholders across the three lines of defense, including U.S. BSA/AML Program, Global Transaction Banking, Global AML, Client Onboarding, Internal Controls and other stakeholders in the delivery of the U.S. Cash Management program objectives.

 

Accountabilities 

  • Champions a client-centric, result-driven culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Performs other duties and activities as may be assigned by the U.S. BSA/AML Officer and the GTB AML Risk Program Director, as required and from time to time.
  • Champions a high-performance environment and contributes to an inclusive work environment.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk. 

 

Governance

  • Compliance Oversight: Ensures compliance with regulatory requirements such as the Bank Secrecy Act (BSA) while taking into consideration other local regulatory requirements such as Canada’s Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and Mexico’s Federal Law for the Prevention and Identification of Operations with Resources of Illicit Origin. Collaborate with various teams (Global AML, US AML, Global Sanctions & Screening, US Sanctions, International Banking AML) to integrate AML/Sanctions requirements such as KYC onboarding and due diligence processes.
  • Risk Management: Maintains a risk management framework that supports best practices in AML compliance. Support AML/Sanctions risk assessments to identify potential vulnerabilities.  Liaise with Regulatory Compliance Management (RCM) and Issue Management stakeholders to ensure that regulations, rules, and issues impacting the USMCA corridor are addressed in a complete and timely manner.
  • Risk Assessment: Identifies potential risks across the USMCA footprint associated with money laundering activities and develops strategies to mitigate these risks. Supports the coordination of responses to ASRA (AML/Sanctions Risk Assessment), NIRA/NIASRA (New Initiative Risk Assessment / New Initiative AML & Sanctions Risk Assessment), RCSA (Risk Control Self-Assessment), other Risk Assessments and liaises with stakeholders including Global Transaction Banking, Internal Controls and Global Wholesale Operations to identify processes, risks, controls and corresponding ratings.
  • Issue Management: Identifies potential issues and risks across the USMCA footprint associated with money laundering activities and coordinates the resolutions of these issues.
  • Stakeholder Communication: Manages internal and external communications related to USCM AML/Sanctions program activities. This includes drafting reports, creating presentation materials, and maintaining contact with stakeholders.
  • Reporting and Documentation: Prepares committee reports and metrics, and documentation for regulatory examiner, internal audits, and monitoring & testing engagements, ensuring all processes comply with the Bank’s policies and standards.
  • Training and Development: Develops and conducts training sessions for AML/Sanctions staff to ensure understanding of Cash Management and AML/Sanctions regulations and procedures.   

 

Program Initiatives

  • Ensure that the USCM AML Risk Program covers the following:
  • Policies and Procedures:  Works with Policies and Procedures counterparts (U.S. AML, GBM AML Risk, IB AML Risk) to ensure U.S. policies and procedures reflect Enterprise-wide and GBM requirements within the USMCA footprint.
  • Rules and Regulations: Monitors, reviews and understands new rules and regulations to communicate and provide advice and guidance to appropriate stakeholders. Maintains a thorough and current understanding of the regulatory environment and actively participates in processes both internally and externally to affect change beneficial to the firm
  • Reporting and Metrics: Develops and maintains tailored reporting and metrics on AML and Sanctions requirements, including tracking of implementation and escalation where delays or changes occur.
  • Cross-Functional Activities: Evaluates impact on AML and Sanctions risk from changes resulting from business expansion into new geographies, new products and services, organic business growth, system changes/new implementation, and regulatory requirements. Partners with business line managers to address operational risk, risk assessment and outstanding issues.
  • Exam and Audit Management: Reviews regulatory and audit findings and ensures adequate timely management action plans are in place and completed. Participates in the collation of information required by regulators and internal audits to facilitate the latter’s examinations/reviews.

 

What You’ll Bring

  • Minimum 5+ years of experience in Financial Services or related field, with experience in Global Transaction Banking preferred.
  • Bachelor’s degree in finance, business, legal, compliance, or related field.
  • Good knowledge of business, products, operations, systems, and organization for financial services sector, particularly in the Cash Management domain.
  • Understanding of AML and Sanctions risk impact Cash Management related business activities.
  • Bilingual communication skills in English and Spanish, both written and verbal would be an asset.
  • Experience working with Clausematch. 
  • Strong written and verbal communication skills, with ability to influence decision makers where appropriate.
  • Strong analytical, organization, project management, and planning skills.
  • Self-starter with proven record of success in delivering high priority, high impact deliverables under minimal supervision.
  • Experience working with diverse stakeholder groups to deliver policies and procedures in a timely fashion.
  • Advanced knowledge of Microsoft Office Suite of products, including:
  • Advanced Excel skills (at minimum, ability to use pivot tables, pivot chart, VLOOKUP, and similar functions with ease for daily activities, including generation of reporting metrics).
  • Expert PowerPoint skills, including ability to generate effective visual and written content to strengthen knowledge retention.
