In this role as Head of U.S. for the Regulatory and Business Initiatives Group (RBI), you will manage the large-scale regulatory and business change portfolio for Global Banking and Markets (GBM) in the U.S. The mandate is to ensure that projects are completed according to pre-defined budget; meeting applicable timescales and ensuring co-ordination with the businesses and control functions to ensure transition of projects to run the bank teams.

The mandate of the Regulatory and Business Initiatives Group is as follows:

  1. Program Management Support - Partner with the business lines and control functions to implement large scale regulatory and business change globally
  2. Advocacy - Participate in industry regulatory meetings to provide advocacy on behalf of GBM and to understand industry approach and benchmarking
  3. Regulatory Knowledge - Providing deep regulatory knowledge and knowledge of internal businesses, processes and controls to support the change portfolio
  4. Finance and Analytics - Provide a central control for program financials and manage both project and department financials

  
In this role, you will need to ensure that they fulfill the above mandate with regards to all existing or upcoming projects which impact Scotiabank U.S. entities or global programs with a US nexus.

You will be responsible for communications on the US RBI portfolio to senior management committees within Scotiabank and the regulators directly as necessary.

 

Is this role right for you? You will be responsible for:

  • Providing program management expertise across the US portfolio of programs and manage specific programs as required
  • Managing the U.S portfolio of RBI Group programs and communications to senior management committees and external regulators as necessary
  • Managing the financials related to the U.S. portfolio including year on year planning
  • Managing the staff of project managers and business analysts hired to implement the U.S. change portfolio- provide strategic leadership, oversight, drive culture and manage the relationship with senior stakeholders and executives in the region
  • Engaging and briefing senior stakeholders within the business as to upcoming or in progress projects and provide regular updates
  • Overseeing governance across the portfolio of U.S. projects (Steering Committees, Working Groups etc.)
  • Providing oversight of the intake process for all U.S. projects into the Regulatory and Business Initiatives Group portfolio and take leadership of the Strategic Investment Prioritization (SIP) planning for the US region
  • Working with applicable groups to ensure that proposed solutions meet strategic data, technology and business principles
  • Creating an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
  • Building a high-performance environment and implement a people strategy that attracts, retains, develops and motivates the team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.
  • Managing budgets in the region of 50MM+ (CAD) and department finances
  • Conducting annual project planning and pipeline activities in support of US entities
  • Representing Scotiabank at industry forums and supporting compliance with any regulator requests in relation to the portfolio of programs
  • Providing deep regulatory knowledge of relevant US and global regulations
  • Providing knowledge of business process related to capital markets and treasury functions
  • Providing knowledge of operational processes and data governance

 

Do you have the skills you need to succeed? We'd love to work with you, if you have:

  • Extensive experience of managing large change programs
  • Experience managing project teams
  • Experience within capital markets and of operational functions within capital markets
  • Experience of data governance and data issues relating to regulatory programs
  • In-depth knowledge of regulation, regulatory processes and industry trade associations
  • Direct experience working with capital markets regulators
