As a Manager, Governance and Reporting Controls, you will contribute to the overall success of Global Regulatory Operations and Controls by providing leadership and oversight of Scotiabank’s U.S. FATCA and Common Reporting Standard (CRS) Governance and Reporting Controls.


  • Supports the Sr. Manager to drive a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
  • Provide oversight and subject matter expertise on FATCA, CRS and Volcker and ensure that activities and recommendations are compliant with relevant regulations, internal policies, and procedures and that KPIs are met
  • Contributes to the overall success of Regulatory Operations & Controls Department by ensuring specific individual goals, plans and initiatives are executed / delivered in support of the team’s business strategies and objectives. 
  • Strengthening controls and documentation for the delivery, execution, and maintenance of the global FATCA and CRS Reporting program
  • Conducts day-to-day activities in a manner consistent with the Bank’s risk culture and the relevant risk appetite statement and limits.
  • Communicates the Bank’s risk culture and risk appetite statement throughout the teams


What your role will be:

  • Overall accountability for the delivery, execution, and maintenance of the FATCA and CRS Reporting controls and documentation
  • Actively pursues efficient operations of his/her respective areas Ensures adherence to day-to-day business controls that meet operational and regulatory compliance risk.

Review and Interpret FATCA and CRS Guidance

  • Monitor, review and interpret updates to FATCA & CRS regulations/guidance published by regulators as well from as news and industry sites and determine impact to Scotiabank’s existing documentation and due diligence process.
  • Liaise with local regulators including the Canada Revenue Agency and Ministry of Finance to champion Scotiabank’s regulatory position when new/changes to existing guidance are tabled.
  • Liaise with industry groups on regulatory guidance to ensure that Scotiabank’s regulatory position is on par with other FIs
  • Provide Business Lines with gap analysis when revised regulations/guidance is released by local regulators
  • Develop and maintain relationships with Business Lines and provide direction and oversight to the Enterprise’s Business Lines on the implementation of revised regulations
  • Provide expert knowledge and guidance to Business Lines, IT&S, and team members to ensure implementation of revised guidance/guidelines meets regulatory requirements including design, development, and implementation of support documentation
  • Monitor completion of milestones; escalate issues and risks as they arise and propose action/mitigation plans if applicable
  • Review, prepare and coordinate executive dashboards and program status updates against milestones on both a scheduled and ad hoc basis, as assigned
  • Oversee and provide subject matter expertise on the design and delivery of training programs

FATCA and CRS Documentation Management

  • Lead the design, development, and ongoing sustainment of FATCA and CRS foundational documentation: 
    • Review and update to the FATCA and CRS Operating Handbook
    • Review and update to RACI
    • Review and update to Enterprise Frameworks
    • Review and update to Customer self-certification documents
  • Review and update to Data Security, End User Access Controls, Records Retention and Recordkeeping
  • Lead change management protocols including communication related to changes to existing foundational documentation
  • Review Business Line Processes and Procedures and ensure adherence to regulatory and compliance requirements. 


Skills you already have:

  • University degree with minimum of 3-5 years in the financial services industry, including experience with regulatory programs
  • Strong knowledge of CRS and FATCA regulatory requirements and compliance
  • Must be able to operate effectively within a stressful environment with changing priorities and tight time frames which are closely scrutinized by Senior/Executive Management
  • The position requires business acumen, sound judgment, and critical thinking skills.
  • Excellent oral/written communication, relationship management, and time management skills are a must
  • Fast learner, strong analytical skills, and critical thinking capabilities to frame and structure complex issues effectively and develop insights and recommendation.
  • Change agent with high energy, demonstrated strong ability to work under pressure, deal with ambiguities and uncertainties, and drive results
  • Strong communication, organizational, project management, and planning skills



Working Conditions

  • It requires ongoing concentration, extensive external / internal research, attention to detail, large amount of time using a PC, interpreting regulatory requirements, preparing spreadsheets, reviewing status reports and project plans, documents, correspondence, and reports.
  • There can be stress resulting from unplanned operating problems, tight deadlines, time and resource constraints, conflicting priorities, delivery commitments and service/support requirements from internal or external projects.
  • This position is within a very dynamic department where new projects and undertakings can quickly re-shape the department priorities. The incumbent must be flexible enough to work in such a dynamic environment.
