Purpose

 

Contribute to the overall success of GHR (Bank and subsidiaries), providing Risk Management support ensuring that specific individual goals, plans, and initiatives are executed and delivered in support of the team’s business strategies and objectives. Ensure that all activities, including Non-Financial Risk, Compliance, audit and business strategy responsibilities, are conducted in compliance with applicable local regulations, internal policies, and procedures.

The incumbent is responsible for the execution of programs, methodologies, and tools under the Non-Financial Risk and Compliance Framework for Global HR (Bank and subsidiaries), in accordance with local regulations, ensuring their sustainability.

 

 

Responsibilities:

 

• Provide specialized expertise, ensuring that appropriate Regulatory Compliance processes and controls are in place and properly executed to support business plan growth, increase productivity, mitigate risks, and deliver consistent client experience in the supported countries.
• Implement, coordinate, and support Compliance activities, including but not limited to: Compliance Risk and Control Assessment (CRCA), Privacy, Regulatory Libraries, regulatory change management, monitoring and reporting of findings, and other assigned compliance programs.
• Support GHR in the preparation and oversight of HR Audits, ensuring, audit readiness, support the team in addressing findings, review remediation efforts, action plans and closing packages, ensuring that operational deficiencies are addressed and operational soundness is maintained.
• Collaborate with GHR teams, coordinating and providing support for Regulatory Compliance Management, Regulatory Library. Assess the impact of regulatory, legal, and compliance changes affecting Human Resources, coordinating with the relevant areas to define, implement, and monitor the necessary controls, processes, and adjustments to ensure timely compliance with applicable requirements.
• Provide ongoing monitoring, support, and independent review to ensure effective and efficient risk assessments and appropriate controls are in place with GHR in the supported countries.
• Coordinate Risk Governance for HR, including Privacy and Third-Party Risk Management. Support compliance with Risk and HR regulations by coordinating the completion of all required regulatory reports.
• Monitor and report Compliance and Operational Risk metrics and indicators to ensure adherence to the countries’ risk appetite, including reporting at the Risk Management Governance level and country level.
• Execute and coordinate non-financial risk activities, including Operational Risk events escalation, scenario analysis, Key Risk Indicators, Risk and Control Self assessments, loss data reporting, Business Environment Assessments, and New Initiative Risk Assessments (NIRA).
• Provide support and advisory services to business units in case of control failures, offering guidance on action plans and escalating matters to the relevant executives.
• Act as a strategic partner to HR Senior Management teams locally, ensuring that challenges and issues are addressed effectively
• Monitor events in the financial services industry, identifying new and emerging issues, regulatory initiatives, and other matters, and providing insights to Senior Management and the larger Global GHR team. 
• Share country updates with IB GHR Risk Management, highlighting common themes, trends, and issues to ensure a comprehensive and timely view.
• Contribute to GHR IB Risk Management activities related to the implementation of programs, frameworks, policies and procedures, and internal controls.
• Responsible for ensuring that GHR IB and local HR policies and content comply with the requirements of HR Knowledge Management policies and procedures.
• Strengthening the risk culture through ongoing guidance on risks and controls, and training on the Operational Risk and Compliance Framework and tools.
• Support the management of Privacy risk within GHR Chile, acting as the local Privacy Officer and working in collaboration with IB HR Risk Management and Global HR in Canada.
• Maintain awareness and compliance with changes to the Non-Financial Risk and Compliance frameworks. Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.

 

 

Requirements


• University degree / measurable and demonstrated experience in management or senior specialist role with an HR background (5 years).
• Strong understanding of all areas of Human Resources, including HR policies, the regulatory environment, and reporting requirements.
• Strong understanding of effective governance and strategic management.
• Ability to align solutions with business imperatives.
• Demonstrated ability to think strategically, influence, and communicate across all levels of the organization.
• Strong skills in project management, time management, initiative coordination, relationship management, and general business management.
• Strong Problem-solving techniques.
• Understanding of Scotiabank’s key business drivers and the external environment context.
• Ability to assess compliance matters and other regulatory issues, exercise sound judgment regarding such matters, and support decisions to business line management.
• Ability to work effectively and influence all levels of management.
• Ability to balance competing or conflicting goals of diverse stakeholders, requiring a mature and diplomatic approach, as well as highly developed negotiation and influencing skills.
• Demonstrate flexibility and comfort in managing change and ambiguity. The individual must adapt to an environment of uncertainty and shifting priorities.
