Purpose

 

Contributes to the overall success of the Treasury Unit, Managing Director’s Office in Cayman Islands supporting Caribbean North. Ensure specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. Ensure all activities conducted are in compliance with governing regulations, internal policies and procedures.

 

Accountabilities

 

  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Funding & Liquidity/Balance Sheet Management - execute strategies/policies as aimed at optimizing funding and liquidity positions, net interest margins and other regulatory requirements in local and foreign currency balance sheet positions
  • Risk Management - ensure all Treasury activity is conducted in accordance with prevailing Risk Management policies by proactively managing portfolio positions within the related product and credit limits across the group. Regularize limit overruns on time and as agreed; and ensure adequate controls are in place to avoid recurrences.
  • Financial Planning & Analysis - undertake the financial analysis of Treasury segment for the North District, highlighting significant changes, trends, developments and actions underpinning the results. This analysis must assess performance against established benchmarks - historical performance and forecast / annual plan targets.
  • Must develop an in-depth understanding of the local market structure(s), keep abreast of pertinent developments locally and internationally and recommend changes where appropriate to ensure that Senior Management and any relevant committees (ALCO/Investments) within the Group are properly guided.
  • Will also be responsible for supporting the Treasury Risk Management framework in place for the Group, to enable the identification, measurement and control of interest rate, funding, liquidity, foreign exchange and investment risks.
  • Develop and maintain strong relationships with regulators (Monetary Authority/Insurance/Tax/Financials Services Commissions etc.) and other local/regional government officials on liquidity, investment, foreign exchange, compliance and regulatory issues.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Dimensions

 

  • The incumbent is expected to support the Regional Director & Treasurer for Caribbean North in the daily oversight of Treasury funding and liquidity and Treasury segment Financial Planning & Analysis North District, producing analyses, reports and proposals, working within the bounds of existing Group policies, and precedents.
  • The incumbent is expected to operate within approved limits and budgets/plans. Unique, exceptional or potentially contentious issues or decisions are referred to the Managing Director, Caribbean Treasury Limited with a recommendation.
  • The incumbent is required to make decisions that can have a large impact on the profitability of the group.

 

Education / Experience / Other Information

 

  • A Business degree in Finance or Investments and/or the Chartered Financial Analyst (CFA) designation, with at least 10 years' experience in banking of which at least 5 years in the Treasury; this position requires expert knowledge of the functioning of local and international markets.
  • Sound technical knowledge of the Scotia Group policies, operations, organization, profit planning and Treasury procedures;
  • A good understanding of the local economic and business environment and Treasury risk mitigation approaches.
  • Strong organizational skills and managerial abilities to direct and co-ordinate staff workloads, to prioritize tasks and to elicit a high level of productivity from staff to meet objectives which often include tight time frames;
  • Strong written and verbal presentation skills, including the ability to express findings concisely while retaining accuracy and clarity;
  • Strong analytical and forecasting skills, as well as strong interpersonal skills, professional judgment and tact in dealing with contacts inside and outside the financial areas of the Group;
  • The ability to develop and maintain effective working relationships with senior field officers and management personnel within the Executive Offices - Jamaica, International Banking, other BNS departments, the Group's shareholders/Board of Directors, regulators, correspondent banks, lawyers, auditors and tax consultants;
  • Ability to maintain a broad perspective of the long-term management objectives of the Group.

Working Conditions

 

  • Work in a standard office-based environment; non-standard hours are a common occurrence.
  • The working environment is stressful due to frequent and demanding timelines, dependency on others to meet deadlines or give immediate response to issues and because of the pressure associated with the need for the highest standards of accuracy in the work generated. There is little control over the pace of work as it is generated or initiated by others. Turnaround must be prompt in order to be competitive.
  • Daily decisions impacting the Treasury Operations are expected to be sound and in conformance to Group policies. Imposed deadlines and lengthy hours of work, outside the standard work-week, are common occurrences. Priority changes, often imposed by the Managing Director, interrupt the normal day's schedule and must be responded to promptly, despite other issues pending, adding to the stress factor. Internal financial reporting covering the Treasury Unit to senior management must be precise, informative, and usually is required on a rapid turnaround basis.
