Purpose
Leads the Compliance Advisory team in SIDAC, providing advisory support to the Capital Markets, Treasury and Corporate Banking business teams.
Contributes to the overall success of the GBM&T Europe Compliance Department in Europe ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures.
Accountabilities
- Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
Compliance Advisory
- Directs and oversees the SIDAC Compliance Advisory team with their responsibilities relating to Compliance Advisory activities relating to the GBM&T business lines and business support functions (meaning Capital Markets, Corporate and Investment Banking and Treasury, as well as Global Wholesale Operations), as a member of the Europe Compliance Advisory team.
- Responsible for coverage of SIDAC GBM&T business lines and business support functions as they are impacted by EU regulation and Scotiabank policy and procedures, including partnering with support and control functions and working closely with the BNSL Compliance Advisory team and other regional Compliance leads.
- Keeps business line management up to date on relevant regulatory developments and advises on the associated impact, risks and opportunities these present for the business.
- Responsible for the management and implementation of European and Irish regulatory change impacting the SIDAC business lines, to include performing reviews and gap analysis against items of regulatory change (including regulations, legislation, guidelines, technical standards, etc.), clearly identifying any gaps and working with the business to address same.
- Acts as the SIDAC Compliance lead for regulatory change initiatives, acting as delegate to the Head of Compliance at relevant governance committees (including the New Initiative Approval Committee) and coordinating completion of the relevant New Initiative Risk Assessments and Operational Readiness Assessment.
- Acts as the lead local SME on the key regulation impacting SIDAC, including MiFID, EMIR, SFTR and Market Abuse. Applies deep technical knowledge to the analysis of the same.
- Ensures that compliance obligations are met by fostering satisfactory relationships with regulatory authorities (including regulators, exchanges and trade associations) and partnering with business line management and support functions in Europe, Canada, the U.S. and other locations.
- Directs the development, implementation and maintenance of appropriate compliance policies and procedures.
- Spearheads the development and delivery of training in core compliance advisory areas.
- Provides sound regulatory advice and partners with the business lines as well as taking a proactive approach in helping to drive forward new business initiatives.
- Working with the wider Compliance team in implementing any regulatory change initiatives or projects that affect the businesses, as required by the SIDAC Head of Compliance.
Other
- Facilitates a proactive compliance risk awareness and management culture which informs SIDAC’s business strategy.
- Oversight and management of critical outsourced services, including trade surveillance and Control Room.
- Ensuring arrangements, including policies, procedures and processes, are relevant and effective in managing conflicts of interest arising in the business lines.
- Coordination of the Bank’s Compliance Risk and Control Assessment (‘CRCA’) process for the business lines in both Ireland and the UK, engaging with the Europe Compliance team as needed.
- Develop and maintain contacts with industry associations and other relevant bodies to ensure ongoing knowledge of industry responses to regulatory expectations.
- Partner with Business Risk Management to assist in the identification, assessment, monitoring and remediation of operational and other risks in Europe. Provide recommendations and suggestions to management on corrective or remedial measures to be taken and follow up.
- Leads and supports specific projects (including new initiatives and strategic planning) as directed by the SIDAC Head of Compliance.
- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Code of Conduct.

- The role has been identified as a Central Bank of Ireland prescribed Controlled Function. The incumbent is therefore required to have the relevant fitness and probity to carry out the role and responsibilities in such a manner that the incumbent can comply with the Central Bank of Ireland 2011 Fitness & Probity Standards, as applicable to the role. In general, the Fitness & Probity Standards require the role holder to:

Education/Experience
- Degree educated or equivalent
- Experience: Relevant experience and experience of operating in a complex, global bank with exposure to the capital markets business.
- Previous experience providing advisory coverage to wholesale businesses, ideally including the following business areas: Fixed Income, Currencies and Commodities, Equities and Prime, Structured Products manufacture and distribution, Corporate Banking, and DCM.
- Understanding of risks and issues arising in relation to Investment Banking business activities.
- Strong understanding of the Irish and European regulatory environment related to a wholesale banking, including regulatory relationship management with the CBI.
- Proven ability to review and interpret regulation and legislation, completing detailed gap analyses and working with the business to address any gaps identified.
- Experience of multiple stakeholder management at mid to senior management level (C-Suite), including stakeholders from the business as well as third party organisations.
- The incumbent must be a strong leader, with demonstrated ability to manage diverse stakeholders and demonstrate strong collaboration skills. Ability to build and maintain credibility with both technical and non-technical stakeholders.

- Excellent written and verbal business communication skills with ability to present confidently to senior executives
- Capable of simultaneously handling multiple tasks and meeting tight deadlines.
- Able to recognize and handle sensitive and confidential information.
- Self-motivated, confident and capable of working both independently and in a team environment.
- Advanced knowledge of MS Office and software tools as applied to the position.
