Purpose

 

Provides strategic direction, leadership and oversight for non-financial risks in Global Banking and Markets ensuring business strategies, plans and initiatives are supported in compliance with governing regulations, internal policies and procedures across all jurisdictions.

 

Accountabilities

 

  • Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Provides oversight to the implementation of controls, systems and processes in the business line to enable the implementation of an effective non-financial risk program in the business line.
  • Ensures the ongoing monitoring of the fulfilment of all internal control responsibilities by the business line, from both a process and systems perspective:
  • Providing oversight and direction to the Business Line leads and those functions executing controls on behalf of the business line
  • Ensuring that the business line programs cover all aspects of the Bank’s 1st line of defense for non-financial risk in three lines of defense oversight model
  • All in support of an effective and efficient program to ensure a compliant and prudent business and thus to safeguard the assets and reputation of the Bank.
  • Maintains oversight of strategic roadmap for functional initiatives that impact Global Banking and Markets through:
  • Overseeing and managing interdependencies
  • Engaging / directing executive-level stakeholders to ensure effective execution of strategic initiatives
  • Acting as check-and-balance to the business and advising on the prioritization of competing strategic priorities (e.g., cost transformation vs. customer-focused investment).
  • Ensuring projects and related outcomes align to compliance requirements and the Bank’s values.
  • Provides direction, guidance and oversight on the implementation of global compliance and AML policies, procedures, and infrastructure within the business line. Ensure the Bank’s procedures and controls related to such policies are:
    • Consistent with best practice and are adhered to by the business lines;
    • Enable the identification, assessment and control of appropriate risks across the business line’s clients, products and services, countries and combinations thereof.
  • Identifies and remediates business line internal control program deficiencies in a manner consistent with all-Bank remediation plans:
  • Developing risk based remediation plans
  • Overseeing the implementation of remediation plans and report to both Executive Management and the CAMLO on the same.
  • Ensures all legal entities are supported by adequate resources to effectively execute on first line controls.
  • Embeds all elements of the risk appetite statement and risk appetite measures into activities so as to:
    •  Embed prudent risk taking into the risk culture and day-to-day management of risk and ensures alignment between the approved risk appetite, planning and decision making;
    • Implement controls and processes to be able to effectively identify, monitor and report against allocated risk appetite measures; and
    • Act in a timely manner to ensure effective management, and where necessary mitigation, of material risk exposures, in particular those that are close to or exceed the approved risk appetite statement and/or risk appetite measures, and promptly escalate breaches in risk appetite to Global Risk Management.
  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.

 

Education/Experience

 

  • Requires a bachelor's degree in a related discipline
  • Law Degree or CPA is an asset
  • The position requires 15 years of relevant experience at a senior level preferably in a global financial institution
  • Expert knowledge in regulatory compliance, securities & derivatives trading businesses, AML/ATF, Sanctions, OSFI guidelines.
