Purpose
Leads and oversees the US Control Room in ensuring business strategies, plans and initiatives are executed / delivered in compliance with governing regulations, internal policies and procedures.
What You'll Do
- Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Plays a key role in overseeing the day-to-day administration of compliance programs that relate to information barriers (which includes maintaining watch, restricted and tracking lists, facilitating wall crossings and managing business conflicts), supporting research, responding to regulatory requests, and securities aggregation (including proprietary trade pre-clearance).
- Performs a quality assurance function of Control Room tasks. Reviews will include the execution, accuracy and effectiveness of the daily additions and deletions of list entries, daily reviews including the user to list reviews, and any other tasks which requires oversight.
- Assesses and incorporates new technology for the Global Control Room processes, including liaising with internal development teams. Assists with incorporating
- Scotiabank’s digital transformation initiatives into Control Room program delivery, with a focus on increasing efficiency and effectiveness.
- Review issues escalated by the team as a result of their monitoring functions to identify key risk indicators and assess and test the adequacy of controls, identify non-compliance with compliance programs and make recommendations for and implement appropriate corrective action or process improvements.
- Leads and/or participates in the development of internal policies and procedures to enhance the effectiveness of program delivery and reflect changes in regulatory requirements, or to address new business initiatives.
- Acts as a subject matter expert and fields questions from employees (both in the Global Control Room and in the Business) on issues of interpretation with respect to the policies administered by the Global Control Room (for example, by assisting in determining the materiality of a transaction or whether a research or trading restriction should be imposed). Makes policy decisions within the strategic framework set by the Director. Maintains strong contacts to stay informed about current issues and practices within the industry.
- Works in close partnership with other groups at Scotiabank, including Global Investment Banking and Corporate Banking, Global Equity Research, Legal and the broader Compliance team.
- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

What You’ll Bring
- In-depth knowledge of regulatory and compliance requirements and issues in the Global Banking and Markets business lines and the securities industry
- Good understanding of FRB, SEC, NYSE, FINRA rules and risk management frameworks.
- Minimum of 10 years of related experience at a major financial institution
- Demonstrated ability to manage and mentor staff
- Knowledge of industry practices regarding institutional compliance matters
- Effective communication skills both oral and written
- Demonstrated sense of urgency to meet deadlines and achieving goals
- BA or international equivalent required. Juris Doctor preferred.
