Vice President, Human Resources, Global Banking Services (GBS), Colombia & Dominican Republic

 

Role is based out of Bogota, Colombia.

 

Purpose

Provides strategic direction, leadership and oversight for Business HR in a country/region, ensuring business strategies, plans and initiatives are supported in compliance with governing regulations, internal policies and procedures.

As a key member of the business leadership team, the Vice President, GBS, Human Resources is responsible for optimizing the people strategy and maximizing the return on talent investment to drive business performance. With a strong enterprise mindset, the Head of HR balances the strategic priorities of the business unit with the broader goals of the organization, ensuring alignment, consistency, and scalability across the enterprise.

This role requires a deep understanding of business drivers, strategic priorities, and the evolving internal and external talent landscape to ensure the right talent mix, robust succession plans, and long-term organizational capability. This role also leads a high-performing HR Business Partner team, fostering collaboration, accountability, and excellence in the delivery of end-to-end human capital solutions across the region, and provides local leadership to Centres of Excellence including Total Rewards, Learning, Talent Acquisition, Employee Relations, and Organizational Design.

 

Accountabilities

  • Strategic Thinking & Consulting:
    • Serve as the regional Head of HR for the GBS Campuses across Colombia and the Dominican Republic, responsible for building and executing the overarching people and culture strategy aligned with both regional business needs and the global HR function.
    • Lead the design, delivery, and implementation of human capital strategies that support business growth, regulatory compliance, and long-term workforce sustainability.
    • Develop and execute a multi-year talent strategy and annual human capital plan in collaboration with HR Centres of Excellence and Services, ensuring alignment with enterprise HR goals and regional business priorities.
    • Provide expert-level consulting and data-driven, innovative solutions that influence organizational decision-making, including workforce planning, organizational design, and talent optimization.

 

  • Communication & Strategic Influencing:
    • Act as the HR Business Partner to the SVP & Head of GBS, serving as a trusted advisor and strategic thought partner on all people-related matters.
    • Represent HR on the Regional Executive Committee and report quarterly to regional Boards, ensuring visibility and alignment of HR initiatives with governance expectations.
    • Exhibit exceptional and persuasive communication skills to influence senior stakeholders, build alignment across global and regional teams, and drive adoption of HR strategies.
    • Participate in and contribute to local governance bodies, including Conduct Committees, Consequence Management Committees, and leadership operating councils.

 

  • Business Acumen:
    • Lead the HR Business Partner team in GBS across a matrixed environment, including Strategic Enablement, Activation functions, and Budget & Control.
    • Provide HR leadership for regional mergers, acquisitions, divestitures, and organizational redesign efforts, ensuring alignment with business strategy and operational efficiency.
    • Oversee HR budget planning, risk management, and performance evaluation, ensuring the HR function delivers measurable value and supports sustainable business growth.
    • Contribute to global HR strategies and ensure regional implementation aligns with the region’s regulatory, legislative, and cultural context.

 

  • Agility and Creativity:
    • Demonstrate excellence in adapting to complex changes, leading HR transformation initiatives with speed, innovation, and strategic foresight.
    • Develop and implement talent acquisition strategies that support regional growth, centralization efforts, and remediation initiatives.
    • Continuously assess and refine HR programs to reflect evolving business needs, workforce expectations, and market dynamics.

 

  • Change Advisory & People Advocate:
    • Champion Scotiabank’s culture and values across the region, ensuring leadership alignment and employee engagement through times of change and transformation.
    • Support local collective bargaining efforts within a regional framework and represent Scotiabank in union and council negotiations, as required.
    • Promote exceptional collaboration across HR and business functions, advocating for enterprise outcomes while maintaining a deep understanding of local needs.
    • Serve as a safe confidant and advocate for employees and leaders, fostering a culture of trust, inclusion, and accountability.
    • Direct day-to-day activities in a manner consistent with the Bank’s risk culture and the relevant risk appetite statement and limits. Communicate the Bank’s risk culture and risk appetite statement throughout their teams.
    • Create an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
    • Build a high-performance environment and implement a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviours; communicating vision, values and business strategy; and managing succession and development planning for the team.

 

Education / Experience / Other Information

  • Proven Team Leadership: Demonstrated success in leading large HR teams across multiple functions in a matrixed environment, inspiring high performance, driving engagement, accountability, and collaboration across diverse stakeholder groups. Ability to lead with an enterprise mindset, aligning HR initiatives with broader organizational goals.
  • Industry & Regulatory Expertise: 10–15+ years of progressive HR experience in Financial Services or a related industry, with a strong understanding of regulated environments. Knowledge of local/country employment laws and labour practices.
  • Exceptional Communication & Strategic Influence: Proven ability to communicate complex ideas with clarity and impact across all organizational levels, effectively influencing executive decision-making, fostering alignment, and driving the adoption of strategic initiatives. Skilled in building trust-based partnerships across business units, functions, and geographies to deliver cohesive, enterprise-wide outcomes.
  • Advanced Strategic Thinking & Executive Consulting: Expertise in analyzing business trends, anticipating organizational challenges, and developing data-driven, innovative, forward-looking HR solutions. Proven ability to provide strategic counsel that enhances enterprise effectiveness and supports long-term planning.
  • Deep Business Acumen & Organizational Insight: Strong understanding of organizational structures, financial drivers, and industry-specific dynamics. Capable of aligning HR strategies with business priorities to deliver measurable impact on performance, growth, and value creation.
  • Change Leadership & Organizational Advocacy: Demonstrated ability to lead through ambiguity and transformation with agility, innovation, and resilience. Proven track record of designing and executing enterprise-wide change initiatives, making timely, high-impact decisions, and driving adoption while maintaining cultural alignment and employee engagement across complex environments.
  • Executive Coaching & Talent Development: Advanced capability in coaching senior and executive leaders to enhance leadership effectiveness and organizational performance. Skilled in designing and executing talent development strategies that build future-ready leadership pipelines.
  • Board & Governance Engagement: Experience engaging with Boards and governance committees. Capable of translating HR strategy into clear, board-level insights.
  • Education: Degree in Human Resources, Business, or a related field preferred. Additional HR certifications considered an asset.
  • Language: In Spanish-speaking countries/regions, bilingual English/Spanish spoken and written capability is required.
