Purpose
Contributes to the overall success of the Payroll, Time, Attendance & Compensation / Global Human Resources Technology team in Canada, ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures.
Accountabilities
- Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Manages a team of 1-2 technical business analysts to deliver on IT and HR objectives.

- Independently resolve complex, multi-faceted problems to meet the business needs, by applying their HR and technological knowledge to the design of methodologies, models, and/or systems solutions. This may involve rapid prototyping, with requirements and solutions developed on an iterative basis that provides interim deliverables until a final production solution is created. This includes conducting research and analysis, accurately and clearly defining user requirements and processes, participating in the reengineering of the HR business process workflows and liaising with the users.
- Manage multiple small HR technology projects and/or manage specific sections of large projects to implement technology solutions to HR business problems. This involves planning and scheduling resources, developing detailed project plans, monitoring progress against planned objectives and securing consensus and co-operation from users and senior management. Ensure each project delivers quality products/functions in a timely manner which meets HR business requirements and provides an enhanced employee experience.
- Participate in the systems implementation process by interpreting business requirements into technical specifications, systems analysis, documenting detailed reporting requirements, configuration of HR vendor software, ensuring integration with existing related HR systems, developing test strategies and test cases, performing testing, defining user procedures and workflows, developing conversion and implementation strategies, verifying conversion, providing user documentation, providing user training, and providing post-implementation support.
- Participate in the review of Quality Assurance (QA) test strategies for assigned projects/initiatives to ensure the planned testing is comprehensive and consistent with the business requirements. Support QA testing by analyzing defects to: (i) provide clarification of business requirements; (ii) provide clarification of technical specifications; (iii) define which defects need to be resolved for implementation; and (iv) negotiate the severity classification of defects with the user.
- Continually acquire and enhance knowledge of the Division's business strategies and policies, risk management practices and methodologies, product offerings, financial markets, financial instruments, regulatory requirements, Back Office processes, and rapidly changing technology to be able to provide effective business solutions and services to the end user business lines.
- Understand how the Bank’s risk appetite and risk culture should be incorporate into in day-to-day activities and decisions.
- Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML and ATF sanctions and conduct risk.

Dimensions
- Lead a team of 1-2 business analysts to deliver on Colombia and Latin American payroll technology
- Provide coaching and development to 1-2 business analysts
- Lead conversation with business users and provide guidance on configuration and best practices
- Working knowledge of Employee Central Payroll and other region specific payroll systems
- Knowledge of local compliance and payroll legislation requirements
- Approve transport movement and unit test changes and work with existing team to understand and document impact of changes and new requirements
- Work with current team and understand impact of configuration and document new requirements
- Participate in the accurate creation of configuration workbooks and/or design documents
- Participate and understand in all types of test phases (Functionality Testing and UAT)
- Conduct demo to explain current configuration of permission setup for each iteration covered during testing or review processes.
- Responsible for the resolution of complex business problems and must work under tight deadlines, conflicting priorities and changing project requirements. This includes managing multiple small projects, participating in and/or managing specific sections of large projects, and providing ongoing support to all assigned units worldwide (utilizing Agile methodologies where applicable).
- Devises or modifies procedures to solve complex business problems. Includes analyzing business and user needs, documenting requirements and translating them into systems requirement specifications.
Education
- Preferred or Comparable, 5+ years experience with SAP SuccessFactors Human Capital Management or other payroll technologies.
- Certified in SAP Employee Central Payroll preferred.
- The incumbent is responsible for managing small projects (<100 workdays) and managing and/or participating in specific sections or large projects (> 500 workdays), with budgets of approximately $500,000.
- English and Spanish language is required.
- Knowledge of Payroll practices are required. Knowledge of processes and systems used within Human Resources Information Systems including Time & Attendance and Payroll are considered an asset. Experience with SAP SuccessFactors Performance and Payroll Software is also considered an asset.
- Bilingual English/Spanish language skills (B2 English level)
- The incumbent must have working knowledge of HR business process.
- The incumbent must have expertise in MS Excel.
- The systems developed are on-line real time, mission critical applications to support the trading and risk management operations where the consequence of implementing functionally based on inaccurate requirements could expose the Bank to significant losses or undue risk.
- Strong business writing skills, including the ability to select the most appropriate method of communication and to clearly and concisely prepare a variety of business communications, eg. Business Requirements Documents, Functional Specifications, and project implementation, strategy documents.
- Well developed verbal communication skills, with the ability to communicate and articulate the underlying message effectively with different audiences, eg. branch staff, senior management in Information Technology Solutions, internal business clients, and external vendors.
- The incumbent must be a creative, self starting, results-oriented, and highly motivated individual with very good technical analytical skills in order to apply this knowledge to independently resolve complex business problems that are multi-dimensional.
- Working knowledge of project planning and project management, with the expectation of developing a thorough knowledge within the first 12 months on the post including Waterfall and Agile Methodologies; Working knowledge of process methodology / mapping (modelling and charting workflows).
- Further, the incumbent must demonstrate leadership skills with very good interpersonal, communication, and negotiation skills in order to build consensus and obtain co-operation from the team, end-users and senior management. These skills, along with the incumbent's good time management and organizational skills, will allow the incumbent to effectively manage small projects, while planning and scheduling resources within those projects to optimize productivity.
- A recognized under-graduate degree in human resources, business, information technology or a related discipline, along with 4-6 years of practical experience is required
- Ability to work effectively as a team member in cross-functional project teams.
- Ability to work independently under the general guidance of the Senior Manager, Global Payroll.
- Ability to identify and escalate issues to senior management or a project steering committee, as appropriate
Working Conditions
Work in a standard office-based environment; non-standard hours are a common occurrence.
- The incumbent must be able to react quickly to resolve problems and work overtime on occasion to meet deadlines and to implement systems with minimal impact to the end users. Support to production services by providing technical business analysis is required at a Tier 3 level.
