Purpose
In this role, the individual leads and strengthens the Internal Fraud Detection and Employee Monitoring capability for International Banking (IB), with an initial focus on supporting the implementation of the internal fraud solution across IB markets.
Once the solution has been implemented, the role will be responsible for continuously assessing whether the tools, monitoring rules, controls, and processes remain effective and fit for purpose. When required, the individual will propose adjustments or enhancements based on the evolution of internal fraud trends, changes in observed behaviors, emerging vulnerabilities, operational needs, and regulatory expectations.
The role ensures the team has the procedures, data, technology, monitoring rules, controls, and stakeholder coordination required to effectively detect potential internal fraud activity. It also drives standardization, process documentation, and continuous improvement, while maintaining high standards of confidentiality, integrity, privacy, and alignment with Scotiabank’s values, risk appetite, regulatory expectations, and internal policies.
Responsibilities
• Lead the execution and continuous enhancement of the internal fraud detection and employee monitoring program for International Banking, focused on identifying potential unauthorized financial and non-financial activities performed by employees or insiders.
• Support the implementation of the IB internal fraud solution by coordinating business requirements, data inputs, monitoring scenarios, control design, testing, implementation readiness, post-implementation review, and adoption across the relevant IB markets.
• Maintain the inventory of monitoring rules, detection logic, alert criteria, data sources, and manual controls. Assess their effectiveness, identify gaps, and recommend enhancements to strengthen coverage, accuracy, operational efficiency, and consistency across IB markets.
• Develop and maintain process flows, procedures, playbooks, implementation guides, control documentation, and team guidance to support a consistent operating model for internal fraud detection and employee monitoring across IB.
• Work with Technology, Data, Compliance, Operational Risk, Country Fraud teams, and other relevant stakeholders to support solution design, implementation planning, data quality validation, issue resolution, and sustainable execution of the internal fraud monitoring capability.
• Establish performance metrics, management reporting, control indicators, implementation milestones, and escalation routines to track progress, effectiveness, adoption, and remediation of identified gaps.
• Participate in fraud risk and control assessments to identify monitoring opportunities, data or process vulnerabilities, control gaps, and areas requiring enhancement within the internal fraud detection and employee monitoring framework.
• Build and maintain a high-performance environment, with a talent strategy that attracts, retains, develops, and motivates the team by fostering curiosity, an inclusive environment, and a coaching mindset; communicating the vision, values, and business strategy; and managing succession and team development.
• Contribute to the overall success of the Global Fraud Management function by ensuring that individual goals, plans, and initiatives are executed in support of the team’s strategies and objectives. Ensure all activities are conducted in accordance with Scotiabank’s values and Code of Conduct, and in compliance with applicable regulations, internal policies, procedures, and standards.

• Support is provided to International Banking markets, with a focus on implementing and sustaining an internal fraud detection and employee monitoring capability across multiple geographies.
• Lead and coordinate direct team members and cross-functional partners involved in solution implementation, monitoring operations, data sourcing, control design, and process adoption across IB.
• Balance priorities in a dynamic environment, engaging and escalating to the required stakeholders with minimal supervision.
• Collaborate and build strong relationships with stakeholders from teams related to detection and monitoring.

Education / Experience / Other Information (include only role-specific requirements)
• Minimum of 5+ years of experience in fraud risk management, internal fraud detection, employee monitoring, controls, or related fraud monitoring functions, including people leadership and implementation experience.
• Demonstrated subject matter expertise in internal fraud, employee monitoring, fraud controls, data-driven detection, and operational risk management.
• Experience with banking platforms, case management or workflow tools, monitoring solutions, data analytics, dashboards, and technology-enabled control implementation.
• Strong analytical and problem-solving skills.
• Strong understanding of fraud monitoring methodologies, control design, implementation lifecycle, data quality requirements, and sustainable operating model development.
• Strong stakeholder management and collaboration skills.
• Excellent communication and presentation skills, with the ability to present to senior executives and technical teams.
• Experience analyzing and interpreting data from multiple sources, documenting results, and preparing relevant analytical reports and briefings.
• Post-secondary education in Business, Finance, Risk Management, Data Analytics, Computer Science, Criminology, or a related field.
• Fluency in Spanish and English is desirable.
