Purpose
While you will be situated in Colombia, you will contribute to the effective design and execution of Global Testing program globally; ensuring business strategies, plans and
initiatives are carried out in compliance with governing regulations, internal policies, and procedures. In addition, this role also supports high priority initiatives such as Risk Assessment, Issue Management, and regulatory response for the overall program. The Associate Director will lead and oversee a team of 3-15 Associates as well as coordinates testing with the Director of First Line Testing. The incumbent is responsible for managing the planning, execution, and reporting of assigned testing engagement in accordance with the annual plan, testing standards, operating procedures, and local regulation.
The incumbent will play a critical role in the overall development of the First Line testing team and will be responsible for managing multiple testing reviews and projects to meet tight deadlines and global objectives.
Accountabilities
- Create, present, and execute on testing roadmaps to meet plan objectives
- Responsible for maintaining and developing key procedural documentation for First Line Testing
- Perform 1st Line Testing reviews across all critical components of the ML/TF and Sanctions program.
- In-depth understanding of controls, audit testing methodologies and issue identification and documentation
- Lead a team through the full testing lifecycle that includes planning, conducting fieldwork, reporting and issues management
- Ensure effective and efficient execution of1st Line Testing over onboarding (AML/KYC) Controls in accordance with Global Methodology;
- Ability to interpret applicable regulations to ensure testing is reasonably designed to identify instances of potential non-compliance with regulatory requirements or internal requirements
- Stakeholder management to communicate testing requirements, timelines, and results effectively and collaboratively
- Lead the team to ensure test findings are duly evidenced and documented
- Prepare and publish testing reports and recommend corrective actions to management that will address root cause of any identified gaps
- Escalate issues and risk events in accordance with team and Scotiabank standards
- Responsible to manage/support various inquiries such as internal audits, and regulatory examinations.
- Lead a customer focused culture throughout the team to deepen client relationships and leverage broader Bank relationships, systems, and knowledge. ld be considered in day-to-day activities and decisions.
- Creates an environment in which the team pursues effective and efficient operations of their respective Conduct, and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions, and conduct risk.
- Builds a high-performance environment and supports a people strategy that attracts, retains, develops, and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviors; communicating vison/values/business strategy; and managing succession and development planning for the team.

Dimensions
- Number of employees: 3-15
- Responsible for managing and/or delivering process oversight and functional reporting, working with the business lines and clients. Includes US KYC / AML, Dodd Frank, FATCA and other regulations impacting the US Business. Escalating business process and reporting related issues and concerns to appropriate teams. Calculate metrics on a daily/weekly/monthly basis. Look for and implement opportunities to enhance process/procedures.
- Oversee, manage and response to requests originating from internal and external reviews; including but not limited to regulators, audit, and other testing areas.
- Provide guidance on all regulatory and audit related inquires.
- Sound knowledge of securities regulations including but not limited to IIROC, OSFI, IIROC, FCA, OSC, CFTC/NFA, SEC, Dodd Frank, MiFid,
- Supports GBM business units globally including Canada, U.S. Europe, Asia Pacific, Brazil, and Latin America
- The position may require multiple competing priorities with tight deadlines
Education / Experience / Other Information (include only those that are specific to the role)
- 7 + years of compliance, audit, or testing experience are strongly preferred
- In-depth knowledge and comprehension of capital markets regulatory, compliance and legal requirements
- Knowledgeable about industry best practices, common issues in the regulatory control processes is strongly preferred
- Experience as a people manager preferred,
- ACAMS, CIA, or CRCM certified preferred;
- Knowledge of quality assurance / 1st Line Testing processes and knowledge of general onboarding process
- Strong communications, analytical, organizational, project management, and planning skills; strong knowledge in excel and word is preferred.
- Knowledge of businesses, financial products, operations, systems, and organization; and
- Strong knowledge of AML/ATF regulatory requirements and expectations
- Highly organized and capable of dealing with complex projects
- Excellent command of English (reading, writing and speaking skills).
Preferred
- Experience in audit, compliance, operational risk, quality assurance and/or project management.
- Knowledge of capital market
- Data and financial analysis with ability to manage large datasets analytics skill, programming skills and/or knowledge of Power BI.
Working Conditions
Work in a standard office-based environment; non-standard hours are a common occurrence. Global coverage will require conference calls during Asian and European business hours.
