Purpose
The Manager, Testing and Oversight – International Banking (IB) (“Manager”) is responsible for supporting the Senior Manager, Testing and Oversight – IB (“Senior Manager”) in the planning and execution of independent challenge as it relates to the design and operating effectiveness of the AML/ATF and Sanctions Program for Program for the assessable units operating within the International Banking (“IB”) footprint.
The Testing and Oversight – team is responsible for conducting quality assurance activities against regulatory, Internal Audit, and Management Self-Identified issues; as well as executing second-line testing to ensure adherence to Bank policies and applicable regulatory requirements, particularly those related to client on-boarding and enhanced due diligence, name screening, unusual and suspicious activity monitoring, reporting, etc.
This role is critical in managing the timely testing and challenge of solutions designed to address AML/ATF and Sanctions issues, as well as assisting with the execution of planned second line testing engagements. The Manager will be responsible for driving continuous improvement to processes, while safeguarding quality and managing regulatory risks. The Manager works closely with first- and second-line AML/ATF and Sanctions resources to ensure timely testing and resolution of AML issues in order to mitigate regulatory ML/TF and Sanction risk, operational risk and conduct risk.
Accountabilities
• Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
• Support at Sr Manager AML/ATF Risk for Programs to oversees the adequate execution of a robust testing plan, reviewing the work completed by Local Testing Execution teams in accordance with Testing standards, Enterprise AML/ATF and Sanctions policies.
• Support at Sr Manager AML/ATF Risk for Programs to assists the Local Testing Execution teams in the development of the methods and standards to be used when conducting reviews of AML/ATF and Sanctions Program requirements.
• Initiate, manage, and execute projects and/or control reviews independently or within cross functional teams with minimal oversight.
• Support the development and execution of a robust testing plan by reviewing assigned business or operational units in accordance with Testing Standards, Enterprise AML/ATF and Sanctions Policies and applicable regulatory requirements.
• Support the development of the methods and standards to be used when conducting review of Canadian AML/ATF and Sanctions Program requirements.
• Execute multiple simultaneous review engagements while identifying areas for improvement and ensuring appropriate corrective actions are taken, if necessary.
• Communicate with business lines and/or operational units and presenting results to Management.
• Ensure all deliverables are completed within negotiated timeframes and within established department guidelines and protocols, escalating as necessary.
• Track status of corrective action plans for identified control deficiencies.
• Manage personal development to ensure knowledge and skills related to AML/ATF are continually enhanced by:
a. Researching best practices and AML trends through review of regulations and guidance issued by various regulatory agencies, publications, participation in industry associations, and working with other members of the Canadian AML/ATF and Sanction Program;
b. Taking courses designed around people, process and technology;
c. Building relationships with internal and external partners;
d. Developing strategic relationships by establishing, building and maintaining relationships with key stakeholder departments across the enterprise.
• Perform ad-hoc, special, focused, and/or other duties and projects as necessary.
• Supporting Local Testing teams in completing the following administrative responsibilities:
a. Preparation of working papers documenting.
b. Completion of tracking and reporting the status of remediation and validation activities of open issues.
• Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.

Dimensions
• The Manager’s focus is on prevention of potential problems, and when required problem resolution for theIB AML/ATF and Sanctions Program. AML/ATF failures can attract heavy costs and penalties as well as damages to reputation, which in turn may have further financial impact on the Bank
• Actively pursue effective and efficient operations, while ensuring the adequacy, adherence and effectiveness of daily business controls to comply with obligations regarding regulatory compliance across International Banking.
• Scope of coverage requires familiarity with policies and procedures across several distinct jurisdictions.
• Flexible in an agile environment (procedural and various systems).
• The incumbent is expected to work independently with minimal supervision and direction.
• Decisions and direction are made based on parameters determined at Senior Manager level.
• Issues, trends, and results are advised, along with recommendations for resolution.
• The incumbent completes daily responsibilities with discretion, utilizing initiative, experience and knowledge and exercises judgment.
Education / Experience / Other Information
• BA in Business (or international equivalent) or related field experience with a minimum of 4-6 years of AML/ATF testing or audit experience in a regulatory, compliance, capacity within a financial institution setting.
• Strong knowledge and understanding of Canadian AML/ATF and Sanctions regulatory requirements including the Proceeds of Crime Money Laundering and Terrorist Financing Act (PCMLTFA) and Regulations (PCMLTFR), Designated Persons Listings and Sanctions Laws, as well as FINTRAC Guidelines
• Strong understanding of AML/ATF and Sanctions risks with respect to the Bank’s business lines, geographies, client types, products, services, transactions, etc.
• Strong analytical, problem-solving, planning and critical thinking skills with solid organization and time management skills to deal with complex operational issues in a matrix organization.
• Demonstrated integrity when working with colleagues and leading others by setting example of required behaviours.
• Specialization in Risk Management, Internal Audit, Internal Control, or related fields, with a focus on the identification and management of regulatory risks.
• Solid in English language (writing, reading, speaking)
• Very strong Excel and PowerPoint skills
• Willingness to work towards ACAMs designation, or equivalent (e.g., Manchester CF, etc.)
• Understanding of the Bank’s Regulatory and Compliance requirements in International Banking, and risk management, or willingness to learn
• Strong planning and analytical skills, ability to discern research information / data, ability to digest a large volume of written material
• Ability to gather, analyze, organize, document and present large volumes of information in a succinct and organized manner
• Ability to deliver results in a fast-paced, challenging, and dynamic business environment
• Effective communicator; comfortable interfacing with all levels of the organization
• Positive attitude and ability to collaborate and work effectively with team members to achieve common objectives
• Self-motivated; work both independently (good time management) and collaboratively with multifunctional teams
