Purpose

Contribute to the overall success of the AML Operations Unit in Bogotá, Colombia by ensuring the execution of specific individual goals, plans, and initiatives in support of the team’s strategies and objectives. Ensure that all activities conducted comply with governing regulations, internal policies, and procedures.
The Analyst will investigate and assess customer relationships to identify potential financial, reputational, operational, and/or compliance risks, as well as activities involving money laundering or terrorist financing risks.
According to Global Operations needs and assignment requirements, and within a customer-focused culture, the Analyst may support, for Canadian and/or International Banking, one or more of the activities described herein in areas such as Enhanced Due Diligence, Name Screening, Transaction Monitoring, Demarket, Media Search, among others.

 

General Responsibilities

 

Actively pursue effective and efficient operations, ensuring the adequacy, adherence to, and effectiveness of day-to-day business controls to meet obligations regarding operational risk, regulatory compliance, Anti-Money Laundering/Terrorist Financing (AML/ATF), and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, the Regulatory Compliance Risk Management Framework, the Global AML/ATF Handbook, and the Guidelines for Business Conduct.
Investigate and analyze transactions and/or identify unusual patterns of international payment activity and/or trade finance activity through the application of expert knowledge to assess operational risk and money laundering exposures.
Help ensure that the Bank complies with Anti-Money Laundering regulatory obligations to detect and report suspicious activities.
Prepare risk assessment reports or spreadsheets for management review, outlining suspected money laundering typologies, investigation scope, risk assessment, and recommended remediation actions.
Perform thorough analyses to support reasoned, accurate, and consistent assessments aligned with the risk rating assigned to each case.
Develop and maintain a strong knowledge and understanding of the Bank’s AML/ATF policies and procedures, money laundering and terrorist financing regulations, industry best practices, criminal typologies, and emerging trends.
Help mitigate financial and reputational risks related to the Bank.
Support business line colleagues and respond promptly to requests and concerns from partners and stakeholders (including Security & Investigations and Shared Services) in the assessment and resolution of cases initiated by these groups or any other assigned tasks.
Support the Manager and/or Senior Manager in AML Operations to mitigate risks associated with money laundering or terrorist financing.
Maintain expected productivity and quality standards as defined through performance metrics.
Prepare written risk assessment reports and case memoranda for executive and/or testing audits (internal and/or external), recommending remediation plans.
Stay current with emerging and current trends, typologies, and legislative changes by participating in AML training sessions and accessing industry resources.
Contribute to the development and/or identification of typologies based on significant cases.
Ensure all case remediation actions are completed within established timelines.
Proactively identify opportunities for process, technology, and system improvements and participate in implementation efforts as appropriate.
Understand how the Bank’s risk appetite and risk culture should be considered in daily activities and decisions.
Assist in drafting guidance documents and/or peer training materials.
Foster a high-performance environment and contribute to an inclusive workplace.

 

 

Specific Responsibilities

 

Apply advanced investigative skills to develop business intelligence within specific industries to support expert and in-depth anti-money laundering investigations, in accordance with the Level 1 EDD procedure.
Achieve optimal service levels by managing assigned cases promptly and ensuring that the depth of case review activities is proportional to the customer risk profile and aligned with the Enterprise Wide AML/ATF Policy and associated written procedures.
Maintain proper records of due diligence activities and disposition actions for all cases for audit purposes.
Prioritize information requests, establish response timelines, and escalate requests as necessary.
Prepare and escalate PEP relationships and sanctions-related cases with supporting documentation to Level 2 EDD.

 

Name Screening

 

Perform Level 1 reviews for all customer alerts for designated jurisdictions and business units in accordance with the Bank’s ACRM Case Management Procedure.
Close false positive alerts using appropriate disposition codes.
Escalate alerts for Level 2 review according to established procedures.
Escalate complex and/or high-risk alerts and cases for name analysis to Team Leaders.
Complete and/or review PEP Classification Tool results to determine whether potential PEPs meet the definition and criteria within the Scotiabank PEP Policy (where applicable).
Record information in Oracle (PEP tab), following Level 2 confirmation for all validated potential matches related to Scotiabank Canada cases (where applicable).
Escalate cases to Team Leaders or Managers for all validated matches against the DNDBW tab.

 

Transaction Monitoring

 

Ensure compliance with all obligations under the PCMLTFA, including the identification and timely filing of reports related to designated persons and politically exposed persons.
Identify efficiency opportunities within Triage and system enhancements and participate in implementation processes.
Ensure collection of relevant information for alerts generated from the automated transaction monitoring system, including unusual transaction reports.
Investigate and evaluate customer alert activity generated by the automated transaction monitoring system and unusual transaction reports to identify potential money laundering or terrorist financing cases.
Adjudicate alerts for closure or escalation for further review by the FIU. Request information from business units as needed and maintain records and supporting documentation according to regulatory requirements and departmental standards within the case management system.
Support the Intake function when required due to high alert volumes or business needs.
Support quality control review functions when required due to high alert volumes or business needs.

 

Demarket

 

Execute, coordinate, administer, and follow up on Demarket activities for an assigned client portfolio.
Locate/create Oracle cases, update system comments, and assign cases to the appropriate work queue.
Create customer exit cases in the Case Management System (CMS) with appropriate supporting documentation provided by the Investigations Unit or other stakeholders.
Conduct accurate risk assessments to determine whether recommendations meet AML criteria for client exit.
Complete internal and external cross-checks within Bank systems and secondary cross-checks outside Bank systems such as Tangerine, Roynat, and Nutrien to determine the customer’s holistic relationship across the Bank.
Draft, send, and present exit letters and dispute emails involving business partners including, but not limited to, Investigation Units, Canadian Banking Business Partners (Retail, Small Business, Wealth, Commercial), Global Sanctions Office (GSO), HRCO, Ask Ops, Office of the President, New York Agency, among others.
Manage shared mailboxes (AML Exit and DNDBW) through actions related to business line approvals, exit letters, obtaining copies of exit letters, responding to work-related inquiries, and assisting ADT business partners within the first and second lines of defense.
Action cases referred by Name Screening (NS), Do Not Do Business With (DNDBW), and Global Sanctions Office (GSO) to ensure compliance with service level agreements (SLAs).
Work closely with the List Management Office and Technology AML Office (TAMLO) to resolve DNDBW-related issues, including incorrect Oracle fields. Monitor all added or modified issues and validate DNDBW records against ADT records.
Confirm profile/product closures and perform Post-Demarket Reviews (PDRs) as part of daily team processes.
Update the Case Management System (CMS) throughout the process with the corresponding status.
Ensure evidence and supporting documentation are managed according to regulatory and business requirements.
Ensure priorities are managed in a timely manner and customer exits meet quality control requirements.


Media Search

 

  • Execute and follow up on media search activities in accordance with documented processes and procedures.
  • Ensure that material news is reviewed and that relevant named parties are extracted for cross-reference review.
  • Perform and initiate cross-checking activities with in-scope business line portfolios and determine whether there are potential customer matches.
  • Create cases in Oracle regarding potential customer matches for investigation in Intake and Triage, monitor transaction flow, and submit referrals to other Anti-Money Laundering Units via email.
  • Complete assigned daily activities within established timelines.
  • Communicate daily media search article results via email to stakeholders.
  • Understand how the Bank's risk appetite and risk culture should be considered in daily media search activities and decisions.
  • Identify process improvement opportunities and contribute to the implementation of process changes.
  • Manage the media search mailbox and respond to business partner inquiries/requests as required.
  • Escalate sensitive or high-risk media search matters to the Manager and/or Director.
  • Accurately record information in the Media Search Tracker and ensure results meet quality standards.
  • Escalate complications or unexpected volume spikes to the Manager and/or Director in a timely manner.
  • Ensure evidence and supporting documentation are retained and managed in accordance with operating procedures. 

 

 

Dimensions



AML Analysts are part of the AML Operations Unit located in Bogotá, Colombia, adding value and driving efficiencies by providing routing services for high-volume alert activities. Analysts are responsible for processing work efficiently and effectively and are expected to work independently with limited supervision. General direction is provided by the Team Leader as needed.

Education / Experience / Other Information

 

Bachelor’s degree in Business Administration, Industrial Engineering, Law, or related fields, with a minimum of 6 months to 2 years of relevant experience, or equivalent experience within a financial institution, in Compliance, Commercial Banking, or Retail Banking. In addition:

  • Strong analytical skills to make rational and logical deductions, sometimes with limited information.
  • Ability to gather, analyze, organize, document, and present information in a concise and organized manner.
  • Proven fact-finding skills with a clear understanding of key issues and effective probing techniques when conducting discussions.
  • Excellent written and verbal communication skills.
  • Strong understanding of corporate, commercial, and small business banking products, processes, policies, and practices.
  • Demonstrated ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Thorough knowledge of the Bank’s regulatory and compliance requirements related to customer onboarding.
  • Investigative skills to develop business intelligence within specific industries and business models.
  • Understanding of banking products, processes, policies, and practices.
  • Working knowledge of Anti-Money Laundering and KYC policies and procedures.
  • Proficiency with computer applications, including Word, Excel, and Internet search engines.
  • ACAMS/CAMS certification and ManchesterCF certification are considered assets.
  • Working knowledge of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act and related regulations.
  • Advanced Spanish and English proficiency required.

 

 

Working Conditions


Work is performed in a standard office-based environment. Standard and non-standard business hours are frequently required. A computer, monitor and/or laptop, and supporting systems are used for daily activities and communication with business partners, regulators, and customers. Travel is not required.
