Director Accounting Policies and Procedures

POSITION SUMMARY:

We are seeking an energetic, flexible, problem solving Director, Accounting Policies and Procedures. Reporting to the Vice President, the Director is a key member of the Executive Office Finance Team. The Director is responsible for coordinating the development and implementation of accounting policies and procedures in response to changes to GAAP, as well as for specialized corporate transactions undertaken by the Bank including financing, and business acquisitions. The Director is responsible for ensuring Senior Management are fully up to date on GAAP and regulatory changes that significantly impact their area of expertise within Bank. The Director must be on the leading edge of knowledge at all times. The Director is accountable for Managing staff to ensure the Bank has the people with the expertise needed in this complex area, currently and in the future. The Director demonstrates excellent multi-tasking, networking, judgment, and persuasion skills to achieve desired within the Policies and Procedures group.


Key Accountabilities of the Director:
1. Guide analysis and assessment of impact of proposed changes to Canadian, Us, and International accounting standards, and changes in legislation and regulations affecting financial reporting (i.e. OSC and SEC).
2. Plan and manage the development of corporate accounting policies for specialized corporate transactions undertaken by the Bank and its subsidiaries.
3. Provide advise and counsel on business acquisitions
4. Oversee the formations of the Banks response to accounting changes proposed by CICA, OFSI, OFC, FASB, SEC, and IASB.
5. Design and implement the necessary financial disclosure documents as required for specialty areas
6. Provide strong leadership to motivate individual and team performance.

QUALIFICATIONS:

  • A Chartered Accountant with a minimum 10 years experience in the financial services industry.
  • Expert knowledge of CICA, OSFI and OSC accounting pronouncements and thorough understanding of U.S. (FASB, SEC) and International Accounting Standards (IFRS)
  • Good understanding of BIS capital rules
  • Project Management skills - the work involves coordinating resources across various areas in order to get pertinent information to provide the proper accounting recommendations within tight time frames
  • Excellent research, written and verbal communication skills

The Accounting Policy and Procedures Department reports to the Chief Accountant of the Bank, within the Finance division. The Accounting Policy and Procedures Department is accountable to ensure that the Bank's reporting meets GAAP and regulatory requirements with respect to all accounting policies. This department provides accounting direction on complex and structured transactions, lobbies accounting standard setters with respect to emerging accounting standards, provides senior management with analysis, alternatives and recommendations on accounting policy issues, and participates in all major acquisitions made by the Bank.
